Closely monitor developments of heavy rain, flash floods, landslides

On September 24, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control issued Official Dispatch No. 354/VPTT to the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue (PCTT&TKCN) of provinces and cities in the Central, Central Highlands and Southern regions on responding to heavy rain, risks of flooding, flash floods and landslides.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from September 25 to September 27, in the Central, Central Highlands and Southern regions, there will be moderate rain, heavy rain, and locally very heavy rain: North Central and Central Central regions will have common rainfall of 100-250mm/period, with some places over 300mm/period; South Central, Central Highlands and Southern regions will have rainfall of 100-150mm/period, with some places over 200mm/period. Heavy rain is likely to cause flooding in low-lying areas and the risk of flash floods and landslides in mountainous areas.

To proactively respond to and minimize damage caused by heavy rain, floods and the risk of flooding, flash floods and landslides, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control requests the Steering Committees for Natural Disaster Prevention and Control of provinces and cities to closely monitor developments of heavy rain, floods, flash floods and landslides; provide timely and complete information to authorities at all levels and people to proactively prevent, respond and minimize damage.

Deploy shock forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides.

In addition, organize forces to be ready to control and direct traffic, put up warning signs, especially at culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs. Be ready to deploy measures to drain water, protect production, and prevent flooding in urban areas and industrial parks.

Notably, direct the inspection, review, and implementation of operation plans and ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.

In addition, the on-duty organization must seriously and regularly report to the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control and the Office of the National Committee for Incident Response, Natural Disasters and Search and Rescue./.
