Information from the Traffic Police Department on the morning of August 14 said that based on the request of the Traffic Police Department, the Vietnam Road Administration has issued a decision approving adjustments and supplements to the pilot traffic organization plan for lane division and speed regulations on the Hanoi -Hai Phong and Phap Van-Cau Gie expressways.
After discussion and agreement between the two units, the Vietnam Road Administration reported and received approval from the Ministry of Construction to organize the implementation of a pilot plan in the direction that, for the Hanoi-Hai Phong expressway, lane 1 has a maximum speed of 120 km/h; the minimum speed is 90 km/h.
Prohibits all types of vehicles from circulation, including common trucks, except single-cabin pickup trucks, double-cabin pickup trucks, and VAN trucks; specialized trucks, except cash transport trucks; specialized vehicles; tractors; and trailer trucks.
Lane 2, maximum speed allowed 120 km/h; minimum speed allowed 80 km/h. Cars allowed.
Lane 3, maximum speed 100 km/h; minimum speed 60 km/h. Cars allowed.
For Phap Van-Cau Gie expressway, lane 1, maximum speed allowed is 100 km/h; minimum speed allowed is 80 km/h.

Carry out painting of information on the maximum permitted speed at some suitable and easy-to-observe locations to remind the information of the corresponding maximum permitted speed signs on the route to facilitate traffic participants. The implementation period of the pilot traffic organization plan is one month from August 15, 2025.
As reported by VNA, in the first 6 months of 2025, traffic accidents involving trucks and passenger cars increased, accounting for 1/3 of the total number of traffic accidents.
Faced with the complicated developments of traffic order and safety, and at the same time, the traffic awareness of drivers in the transport business is still limited, with some cases of intentional violations such as: driving low-speed vehicles in the left lane close to the median strip (especially large trucks and container trucks); continuously changing lanes, obstructing and limiting the traffic capacity of the highway, which is one of the causes of traffic accidents and traffic congestion in recent times; the Traffic Police Department requested the Vietnam Road Administration to coordinate in implementing the pilot plan to reorganize traffic, speed lanes, and vehicle flow on the Hanoi- Hai Phong expressway and the Phap Van-Cau Gie expressway section.
According to this plan, traffic organization is divided into 2 phases. Phase 1 will organize speed lanes and vehicle flow for trucks. Phase 2 will organize speed lanes and vehicle flow for trucks and passenger cars.
The Traffic Police Department also proposed painting maximum and minimum speed signs on the road surface according to the plans of each phase, repeating every 15-20 km; checking and repainting faded and peeling lane markings to fix them.
Organize to place signs indicating the types of vehicles allowed to circulate in the lane at the non-stop toll gates at the toll station, ensuring compliance with the plan of each phase, to separate the flow of trucks and passenger cars to avoid conflicts with traffic flow and congestion at the toll station./.
