The product was developed by Viettel AI Data and Artificial Intelligence Service Center, marking the cooperation between the Military Industry-Telecoms Group (Viettel) and the People's Committee of Hung Yen province to pilot the deployment of artificial intelligence (AI) solutions to effectively support professional operations and daily work of civil servants.
The virtual assistant operates 24/7, developed and operated on the most advanced core technologies today such as natural language processing, large language models, and knowledge graphs, ensuring the system has the ability to deeply understand Vietnamese, promote consulting and automate workflows.
Not only does it help look up legal documents and internal documents of the Central and local levels semantically instead of just searching for keywords, the virtual assistant also automatically suggests drafts of official dispatches, submissions, and reports in accordance with administrative procedures; stores and manages personal data warehouses for officers to easily access and reuse when needed.
When integrated with a task management system and calendar, the virtual assistant also synchronizes meeting schedules, reminders, and coordinates daily activities.
One of the unique features of this application is that it allows each civil servant to build their own "AI notebook". Based on each individual's own source of documents, the virtual assistant can immediately learn and respond to the contents of the saved document repository without spending time training or explaining.
This is also the reason why the system can be flexibly customized according to the expertise of each officer, or the characteristics of each field, while still ensuring data security thanks to the mechanism of decentralization and role-based control.
In the first phase, the virtual assistant was piloted for civil servants of the Department of Science and Technology of Hung Yen as well as in a number of other departments and branches, expected to shorten 30-50% of the time for performing administrative work, searching and drafting.
Mr. Nguyen Manh Quy - Director of Viettel AI, said: "The successful pilot application of virtual assistants for civil servants helps Hung Yen province have a breakthrough advantage in the digital transformation roadmap. When AI is deeply integrated into administrative processes, the effectiveness will not stop at one department or one province, but spread to become a driving force for national digital transformation. That is also the vision that Viettel AI steadfastly pursues."
This not only solves the immediate problem of efficiency, helping to improve work productivity, but also opens up a more flexible and modern way of working in the digital age.
This cooperation is a pioneering step in optimizing and digitizing workflows and creating a premise for Viettel to continue to replicate this solution nationwide.
