Duy Tien Town strives to fulfill the targets of the Resolution of the 24th Party Congress

At this time, Duy Tien town is accelerating, proactively seizing opportunities, overcoming difficulties; firmly maintaining the determined direction and goals, striving to successfully implement the goals and tasks set out in the Resolution of the 24th Town Party Congress, term 2020-2025.

In order to concretize the 5 key tasks and 3 breakthroughs identified in the Resolution of the 24th Town Party Congress, Duy Tien Town Party Committee promptly issued 13 thematic resolutions, 13 directives, 27 notices, 26 action programs and many documents on leadership and direction for comprehensive implementation of tasks. Party building and political system building have received attention and direction. The Executive Committee and Standing Committee of the Town Party Committee have focused on leading, directing, thoroughly and effectively implementing resolutions of Party congresses at all levels; resolutions, directives and policies of the Central Committee, the Provincial Party Committee... from the town to the grassroots level, thereby creating unity in awareness and action among cadres and party members. The work of political and ideological education, cadre organization, inspection, supervision, mass mobilization, internal affairs and prevention and combat of corruption and negativity... have been comprehensively and effectively implemented. The number of grassroots party organizations that completed their tasks well or better on average reached 98.81%, exceeding the congress target by 13.81%; the number of party members who completed their tasks well or better reached 89.52%. The activities of the People's Council, People's Committee, Fatherland Front and socio-political organizations have many innovations, focusing on the grassroots level, with increasingly improved quality and efficiency, democracy has been expanded, and the great national unity bloc has been strengthened.

In implementing the socio -economic development targets and tasks, Duy Tien has completed and exceeded 16/20 targets set by the Resolution of the 24th Town Party Congress. The average income per capita is estimated to reach 98 million VND/person in 2024, and 112 million VND/person in 2025 (meeting the congress target); the economic structure is developing in the right direction; the value of industrial production increases by an average of 17.31%/year (congress target of 14.83%). Trade and service activities continue to develop in terms of scale, industry, and market; total retail sales of goods and service revenue increase by an average of 16.14% (congress target of 15.76%). Budget revenue management is strengthened (estimated to reach 1,307.84 billion VND in 2024, exceeding the congress target).

The movement of building advanced new rural areas (NTM); model NTM associated with urban construction has been promoted. Up to now, the whole town has 5 communes recognized as meeting advanced NTM and model NTM standards; striving to have 2 more communes meeting advanced NTM criteria by the end of 2024. The work of planning management, site clearance (GPMB), infrastructure construction, urban landscape architecture, one of the breakthroughs in the Resolution of the 24th Town Party Congress has been focused on leadership and direction; the rate of zoning planning area reached 75.1%. Focusing on investment in renovating and upgrading technical infrastructure and social infrastructure according to the criteria of type 3 urban areas, Duy Tien town currently meets 52/63 criteria of type 3 urban areas, with a total score of 77.11/100 points. Infrastructure has received investment attention, especially traffic routes. The management of land, minerals, natural resources and environment has been strengthened, the granting of land use right certificates to households and individuals has received attention and direction from leaders (reaching a rate of 99.85%, higher than the average of the whole province); the work of site clearance for investment projects in the area has been directed drastically, meeting the progress requirements of many projects, ensuring clean land to attract investment.

The cultural and social fields have many positive changes, serving well the political tasks and the needs of the people. The breakthrough in improving the quality of human resources, preserving and promoting the traditional cultural values ​​of the nation and locality, and building civilized urban Duy Tien people have also been well implemented by the town.

The Subcommittee on Documents of the 25th Town Party Congress met to give opinions on the draft Political Report of the 25th Town Party Committee.

However, according to the assessment of the Duy Tien Town Party Committee, there are still 4 socio-economic targets that have not been achieved according to the Resolution of the 24th Town Party Congress. These are: agricultural production value; the proportion of working-age population participating in social insurance; the proportion of industrial clusters with centralized wastewater treatment systems; and the average reduction in traffic accidents. With the 4 targets not yet achieved and the limitations pointed out, the town has identified subjective and objective causes, and at the same time proposed key solutions, focused on leadership and direction with the highest effort to successfully implement the goals and tasks of the Resolution of the 24th Town Party Congress from now until the end of the term. In particular, focusing on building a clean and strong Party Committee and political system; improving the leadership capacity of Party committees and organizations, the effectiveness and efficiency of management and administration of the government; promoting democracy, self-reliance, self-reliance and the tradition of solidarity; innovate, absorb and strongly apply science and technology, mobilize maximum resources, promote rapid and sustainable socio-economic development, determined to complete targets, paying special attention to targets that are lower than the resolution's goals.

Particularly for agricultural production, continue to promote the implementation of Resolution 15 of the Provincial Party Committee on promoting the restructuring of the agricultural sector, developing the rural economy associated with building sustainable new rural areas, advanced new rural areas, and model new rural areas in Ha Nam province for the period 2021-2025, with a vision to 2030; promote industrialization and modernization of agriculture; effectively implement linkage models in agricultural production, focusing on transforming the structure of crops and livestock, preventing natural disasters and epidemics. At the same time, effectively implement projects, plans, and models in agricultural production; effectively implement the One Commune One Product (OCOP) program...

There is not much time left from now until the end of the term, in order to successfully implement the targets set out in the congress resolution, Duy Tien town focuses on mobilizing and effectively using resources for development investment; enhancing socialization, mobilizing non-budgetary investment capital; effectively implementing the medium-term public investment plan; promoting administrative reform, focusing on administrative procedure reform; focusing on industrial development, focusing on high-tech industry, supporting industry, processing, manufacturing, and services to serve industrial development in a modern and sustainable direction; improving the efficiency of industrial clusters associated with environmental protection. Along with that, consolidating and synchronously developing socio-economic infrastructure; accelerating urbanization; promoting site clearance to serve investment projects; solving employment, vocational training, and livelihood programs to serve sustainable poverty reduction...
