On April 21, 1975, Xuan Loc town and the entire Long Khanh province were completely liberated. The Secretariat sent telegram No. 178 to the Central Committee of the Central Bureau to direct the work of taking over Saigon.
To prepare for the takeover of Saigon, on April 21, 1975, the Secretariat sent the Central Committee's Standing Committee telegram No. 178, which affirmed: "The takeover of Saigon is not only important, demonstrating the political level and organizational level of the revolutionary government to the people of the city, but also to the whole world."
On April 21, 1975, Xuan Loc town and the entire Long Khanh province were liberated. The eastern “steel gate” on the way to Saigon was broken, shaking the entire remaining enemy defense system around Saigon. After this victory, the Party Committee and the 4th Corps Command met to discuss the next tasks assigned by the Corps.
The 325th Division and the leading forces of the 2nd Corps entered Xuan Loc and assembled in Ong Que forest (8km south of the town).
On the same day, Division 10, Corps 3 arrived at the assembly point in Cu Chi, preparing to participate in the campaign to liberate Saigon.
At 8:00 p.m. on April 21, 1975, the 3rd Corps Command ordered units to cross the Saigon River.
On the same day, the Standing Committee of the Party Committee of the 3rd Corps issued a directive "On the political work of the Ho Chi Minh Campaign" identifying the main contents of the campaign work as a basis for units and agencies to deploy and successfully complete the attack mission on the main direction in this historic strategic decisive battle.
On April 21, 1975, the Ho Chi Minh Campaign Artillery Commander reported to the Campaign Command the plan for using artillery. Accordingly, as of April 20, 1975, our artillery force participating in the campaign had 55 battalions, 789 guns, arranged into 30 clusters including 3 campaign artillery clusters, 6 corps artillery clusters, 12 divisional artillery clusters, and 9 infantry regiment artillery clusters. Each deep penetration corps had at least 2 artillery companies of 85 and 122 or 105 mm.
On April 21 and 22, 1975, the General Department of Politics submitted to the Standing Committee of the Central Military Commission reports on the situation of discipline enforcement in a number of units in the newly liberated areas, stating that: the units quickly stabilized the local situation; the troops overcame many difficulties to properly implement the policies of the newly liberated areas.
On the same day, April 21, 1975, in Saigon, Nguyen Van Thieu appeared on Saigon Television criticizing the US for abandoning its allies and announced his resignation as President of the puppet government. Tran Van Huong took his place.
On the same day, American General Owen, the US military attaché in Saigon, led an advisory delegation to inspect Binh Thuy airport, discussed with Nguyen Khoa Nam - Commander of the 4th Corps and Commander of the 4th Air Division of the puppet army, the plan to evacuate aircraft in Bien Hoa and Tan Son Nhat and increase equipment for this airport to support Saigon when Bien Hoa airport was paralyzed.
