According to the feedback from some households in Chu Lin village about the lack of water for production, we and the officials of Ho Thau commune went directly to the village to find out about the current situation and the cause of the lack of water for production here. Mr. Lu A Pao's family (Rung Oi Kheo Thau village) has nearly 2 hectares of land growing apricot and peach trees in Chu Lin village which is always in a state of drought due to the hot weather because the Pa Chu Lin irrigation project in Ho Thau commune (in Chu Lin village) only has water at the beginning of the canal but at the end of the canal (the last location of the village) there is no water for production. The land area for growing peach and apricot trees of Mr. Pao's family is always in a state of withering, only relying on natural rainwater.

Chu Lin village is a purely agricultural village, the economy mainly relies on agricultural production, growing rice, corn, cassava, peach, apricot... In recent years, some households in the village have rented land to organizations and individuals from other localities to grow roses. To have water for production, some households in the village and some rose growers have dug ditches to install pipes to bring water into their fields and production areas, affecting areas downstream of the water source.

The shortage of water for production in Chu Lin village has been happening for the past few months. Through observation, we saw that the area at the beginning of the Pa Chu Lin irrigation project had a lot of water, but when passing through the house of Mr. Tan A Danh (Chu Lin village), the water level began to decrease gradually, partly because Mr. Danh's family leveled the land, a quantity of soil and rocks from the positive slope fell into the water ditch. After being propagated and mobilized by the Party Committee and the commune government, Mr. Tan A Danh realized that his family's work affected water regulation, he promised to dredge the fallen soil and rocks and regularly clean the 50 meters of ditch passing through his family.

In addition, in the ditch there is a large amount of waste such as leaves, plastic bags and even animal carcasses thrown into the ditch by some people who lack awareness, blocking the water flow. In particular, people destroy the base of the ditch, creating very large holes to install water pipes to serve their own family's production. Staff of Lai Chau Irrigation Management Company Limited have measured the size, there are quite large holes from 10-20cm allowing water to flow freely into a large stream, causing water waste at the beginning of the ditch while households at the end of the ditch have no water to use.

It is known that the Pa Chu Lin irrigation project in Ho Thau commune (Tam Duong district) was built in 2000. The designed irrigation area for the winter-spring crop is 30ha; the summer-autumn crop is 60ha. The actual irrigation area for the summer-autumn crop is 50ha; rice seedlings, vegetables, and winter crops is 25ha. The head of the dam is made of reinforced concrete, 10m long, and the length of the solid canal is 4.35km.

As the direct operator of the Pa Chu Lin irrigation project in Ho Thau commune, Lai Chau Irrigation Management Company Limited regularly cleans and maintains the site every year. However, due to the lack of water for production, the people have broken the canal to draw water to their homes. Faced with this situation, Chu Lin village has reported to the local Party Committee, authorities and the Company to find a solution to thoroughly resolve this situation.

After receiving feedback from the people, Ho Thau commune sent commune officials to Chu Lin village to grasp the situation, and at the same time coordinate with the village chief and people to find out the cause and find solutions.

At the same time, the Party Committee and the Ho Thau Commune government have stepped up propaganda and mobilization work for the villagers as well as households renting land to grow roses in the area to raise awareness of protecting state property, not littering, dumping soil and rocks into the ditches; households in the village must sign a commitment to use the irrigation works effectively, not to arbitrarily dig ditches to install pipes, to avoid conflicts arising from the grassroots.

This year, the hot weather has been prolonged and complicated, the most desired thing for the people here is to have enough water for production to ensure the productivity and quality of crops. Hopefully, the local authorities together with Lai Chau Irrigation Management Company Limited will have more effective and drastic solutions to regulate water reasonably, ensuring irrigation water for the people.
