Administrative reform in Nam Xe

In the middle of May, when the sun was burning hot, we came to the border commune of Nam Xe. In the context that the whole country was boiling with the revolution of streamlining the political system, merging provinces, ending district-level activities, and merging commune-level administrative units, the cadres and civil servants here were still working hard and enthusiastically.

Present at the reception and results department, also known as the one-stop department, we saw a team of civil servants in the fields of: office - statistics, civil status justice, culture - society... warmly and enthusiastically handling administrative procedures for the people. If people did not understand something, the civil servants meticulously explained and guided them step by step. There were administrative procedures that only took 15 minutes to complete, but there were procedures that took longer, maybe 30 minutes, or even an hour due to the need for verification. However, according to the people's perception, administrative procedures are now handled much faster and simpler than before, shortening time and saving travel costs.

Administrative reform is identified by Nam Xe commune as one of the key tasks, contributing to the successful implementation of political goals and tasks, socio -economic development, and ensuring national defense and security in the area. Therefore, the commune synchronously deploys many practical, flexible and creative solutions. Specifically, every year, the commune proactively issues plans: implementing state administrative reform in the area; monitoring the implementation of the law; carrying out the dissemination and education of law, mediation at the grassroots level, building communes that meet legal access standards. Diversifying forms of administrative reform propaganda through loudspeakers, zalo groups, propaganda integrated at village meetings...

Along with that, the commune focuses on controlling administrative procedures in the fields of state management according to regulations; publicly posting 127 administrative procedures under the commune's jurisdiction at the One-Stop Department; reviewing and evaluating administrative procedures. In particular, at the One-Stop Department, the commune arranges responsible officers and civil servants suitable to their capacity, professional qualifications and job positions to meet the requirements of the current period; directing the promotion of the application of information technology to implement the One-Stop and Interconnected One-Stop Mechanism.

The entire Nam Xe commune currently has 20 cadres and civil servants. To make administrative reform truly effective, the commune focuses on directing the cadres and civil servants to strictly implement public ethics; tighten administrative discipline and order. In particular, each cadre and civil servant is required to always be "loyal to the Party and the State, dedicated to serving the people"; be ready to receive and strive to complete all assigned tasks well; not picky about easy tasks and give up difficult tasks; be dedicated and exemplary in fulfilling assigned duties and tasks; promptly resolve administrative procedures, not causing difficulties or troubles for organizations and people when coming to transact. Continuously study, cultivate and practice ethics and lifestyle; practice diligence, thrift, integrity, impartiality, etc.

Implementing the content of building and developing e-government and digital government, Nam Xe commune invests in facilities and information technology infrastructure; creating conditions for staff and civil servants to perform well their assigned tasks. At the same time, deploy and use document management and operation software at the unit. Currently, the commune People's Committee headquarters has 4 offices with 14 working rooms, arranged to ensure and facilitate the work of professional staff and civil servants. 100% of the staff and civil servants of the commune People's Committee are fully equipped with computers with internet connection.

Nam Xe commune officials actively improve their information technology skills to serve people more effectively.

It is known that from 2024 to present, Nam Xe commune has organized over 30 propaganda sessions with nearly 3,000 participants, propagating 360 hours on the loudspeaker system in 17/17 villages about administrative reform. Received, processed and resolved more than 1,750 records, of which over 270 records were resolved on the online public service portal at levels 3 and 4; no records of people, businesses and organizations have not been resolved.

With the efforts of the staff and civil servants of Nam Xe commune in implementing administrative reform, it has contributed significantly to the current socio-economic development in the area. From there, it has created motivation for people of all ethnic groups to compete in labor production, build new rural areas, civilized lifestyle; together, join hands to change the face of the homeland to become more and more prosperous. Up to this point, the commune has achieved 13/19 criteria for building new rural areas, with an average income of nearly 40 million VND/person/year in 2024.
