After a rainy night, on the morning of May 20, we arrived at Km25+330 on National Highway 4D, in Lan Nhi Thang commune (Phong Tho district). Here, a caster cave appeared, causing subsidence of the roadbed and surface. The size of the crater (length, width, depth) was about 15x7x4m, the subsidence area was 2/3 of the road surface, with a risk of landslide across the entire width of the road. At the same location on the positive slope, a landslide appeared, with the risk of landslides down to the roadbed, causing danger and traffic insecurity.

Traffic police officers were present early to direct traffic and ensure safety for the people.

Lieutenant Colonel Do Van Hung - Deputy Head of the Traffic Police Department (Provincial Police) said: Given the complicated weather and landslide situation, the unit urgently set up 3 key traffic control checkpoints at Km25+300 National Highway 4D, Muong So intersection (Phong Tho district) and Sung Phai intersection ( Lai Chau city). All vehicles traveling between Lai Chau city and Phong Tho district and neighboring localities are instructed to move along Provincial Road 130 to ensure people's safety. The comrades performing the tasks at the checkpoints recommend that people and vehicles strictly comply with the commands and traffic control instructions of the authorities, and absolutely do not enter dangerous areas on their own.

The scene of the caster sinkhole collapse at Km25+330 on National Highway 4D, in Lan Nhi Thang commune (Phong Tho district).

Amidst the scene of rocks and soil, comrade Nguyen Tam Duc Trinh - Deputy Director of the Department of Construction informed: On the morning of May 20, after grasping the situation, we coordinated with the provincial police force, directly went to the scene to direct the handling of the consequences. The implementation plan is to on the one hand block all water sources flowing from Phong Tho to Lai Chau city; on the other hand, request the construction units to concentrate machinery and materials for handling. The entire bottom surface will be covered with B40 mesh to create connections, then drop boulders and continue to cover B46 mesh, on the road surface we will cover the road surface to create a road surface equivalent to the old roadbed. At the same time, we will handle the drainage system. Strive to have traffic open by 4:00 p.m. the same day.

Workers of Road Management Company 3 actively increased human and material resources to fix problems, ensuring the early clearance of congested traffic routes.

Also due to heavy rain, at Km1+500 in Hong Thu commune, Noong Heo (Sin Ho district), the spillway repair project was damaged by floodwaters from upstream, damaging 2/3 of the service road; sweeping away about 40m3 of 1x2 stone, 20m3 of concrete sand, steel formwork, wooden formwork, support beams and support trees. In addition, many landslides also appeared in Sin Ho, Muong Te, Tam Duong, Phong Tho, Than Uyen districts. With the goal of "Proactive prevention, timely response, urgent and effective recovery", the Department of Construction has thoroughly instructed all affiliated units to strictly implement the "4 on-site" motto, ready to command rescue, and quickly overcome damage caused by natural disasters. Ensure safe and smooth traffic in all situations on the assigned routes in the shortest time. Mobilize equipment to promptly deploy to minimize damage caused by natural disasters.

Authorities handle flooding at Km1+50 of Noong Heo - Nam Ma route.

In particular, prepare forces, means, and materials to ensure good PCTT&TKCN work and work to overcome the consequences of natural disasters, ensure traffic for road works in operation. Organize and implement plans to ensure traffic safety during the rainy and stormy season. Prepare sufficient reserve materials, means, and forces ready to handle incidents, ensure traffic is always smooth when incidents and natural disasters occur. Regularly organize inspections and assessments of the current status of roads, bridges, culverts, etc., especially works under construction, promptly detect damage incidents to have timely handling plans from the beginning, not letting incidents become more complicated. Organize a disaster prevention and control team on duty seriously and in accordance with regulations 12/24 hours in the dry season, 24/24 hours in the rainy season to monitor, organize announcements, warnings and timely advise on measures to prevent, respond to and overcome the consequences of natural disasters, situations and incidents occurring in the province.

The traffic route from Ta Tong to Cao Chai has been eroded, and local people and authorities are urgently working to restore the route.

In addition, for projects under construction, investors, project management boards, supervision consultants, and construction contractors are required to inspect and review dangerous locations that are likely to cause unsafety in order to take timely measures to handle and remedy the situation, ensuring safety for people and the project. As for investors, owners, managers, and users of projects, they are required to inspect, review, and repair damage that may affect the safety of use and operation of the project. In particular, special attention is paid to degraded and dangerous projects.

According to the National Center for Hydro-Meteorological Forecasting, Lai Chau area recorded moderate to very heavy rain from 11pm on May 19 to 4am on May 20. Soil moisture model shows that many areas are nearly saturated or have reached saturation. This poses a high risk of flash floods on small rivers and streams and landslides on steep slopes in many districts, including districts and cities. The warning level of natural disaster risk due to flash floods and landslides is at level 1. Therefore, people need to be extremely careful when traveling on the roads, absolutely do not participate in traffic when it is dark, raining too heavily, to limit dangers due to subjectivity.
