Free hospitalisation for all: A policy that touches millions of hearts

“Unanimously implementing the policy of periodic health check-ups for people at least once a year, moving towards free hospitalisation for all people in the period from 2030 to 2035” are strategic decisions that General Secretary To Lam has directed the entire health sector to resolutely implement, aiming at the goal of building a healthy Vietnam.

Recently, at a meeting with representatives of the Party Committee of the Government and central ministries and agencies to assess the results of implementing the Central Committee's resolution on people's health care and to set directions for future work, General Secretary To Lam emphasized that health is the most precious asset of each citizen and of society as a whole, the most important foundation for everyone's happiness and the development of the nation. Therefore, investing in protecting, caring for, and improving the health of the people is an investment in the development of the country.

Based on these requirements, General Secretary To Lam has put forward strategic decisions to create breakthroughs in people's healthcare, including the policy of providing regular health check-ups for the people at least once a year and developing a plan with a step-by-step roadmap to reduce the burden of medical costs for the people, aiming for universal free medical care by 2030-2035.

According to Deputy Minister of Health Nguyen Van Thuan, implementing this policy will have a positive impact on access to healthcare services, proactive prevention, diagnosis, early detection and treatment of diseases, increased treatment effectiveness, optimal use of healthcare financial resources, reduced financial burden on people, opportunities to escape poverty, and improved quality of human resources.

In terms of direction, from 2026 to 2030, 90% of the population will have full access to disease prevention services, health promotion, full vaccination according to age and target groups, primary healthcare, reproductive health, maternal and child health, mental health, school health, health risk screening, periodic health check-ups, chronic disease management, general medical examination and treatment, and family medicine right from the grassroots level. 100% of the population will receive a periodic health check-up at least once a year.

"The work of caring for the people's health needs to aim at building a healthy Vietnam, where all citizens can live long, healthy, wholesome, and happy lives" - General Secretary .

Citizens are provided with electronic health records to manage their health throughout their lives, live in a green and clean environment, and enjoy food safety and a balanced diet; the elderly, people with disabilities, and vulnerable groups receive social care and attention; and financial resources for public health care are ensured. The state budget increases support for purchasing health insurance cards to strive for 100% of the population to have health insurance.

Over the years, the healthcare system in Dak Lak province, from the provincial level to the grassroots, has developed significantly. The network of hospitals and health centers is being gradually strengthened through state budget funding, social mobilization, and foreign aid projects. The province currently has over 5,000 hospital beds; a ratio of 29 beds per 10,000 people, and a ratio of 8.3 doctors per 10,000 people. 100% of communes have health stations, of which 92.9% have doctors serving.

At the Central Highlands Regional General Hospital, the hospital annually treats over 100,000 inpatients and provides outpatient services to over 400,000 patients. Thousands of advanced techniques and services have been implemented to save patients' lives. However, hospital fees remain a heavy burden for many people in the province, especially the poor and ethnic minorities.

Dr. Huynh Nhu Dong, Head of the Neurosurgery Department (Central Highlands Regional General Hospital), said that in practice, many patients are admitted in critical condition, requiring urgent surgery to save their lives. These surgeries are highly technical and very expensive. Meanwhile, not all patients have health insurance, not to mention the additional costs incurred during examinations and medical services that are not covered or only partially covered by health insurance. Therefore, the policy of free hospital services for all citizens is very humane, acting as a "lifeline" for patients, helping people proactively seek early health check-ups, prevent diseases from afar, and contribute to improving the quality of healthcare and protecting the health of the people.

Upon hearing the news that the Party and State would be moving towards waiving all medical fees, Mr. Nguyen Manh Hung (65 years old, Ea Ngai commune, Krong Buk district) could not hide his joy. “For many years, I have been battling liver and kidney failure, unable to work, and the cost of treatment and maintaining my life has depleted my family's finances. The policy of waiving medical fees and providing regular health check-ups for the people gives me more hope and motivation to continue fighting the disease. For the poor and those unfortunately suffering from serious illnesses, this policy contributes to creating equality in accessing medical services. I hope that the policy will be implemented systematically and become a reality soon,” Mr. Hung expressed his hope.
