To proactively respond to heavy rains, floods, inundation, flash floods, landslides, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Natural Disaster Prevention, Search and Rescue and Civil Defense of districts, cities, towns; and relevant agencies and units.
Closely monitor forecasts and warnings about heavy rain, floods, inundation, flash floods, landslides and provide timely and complete information to local authorities and people for proactive prevention.
Deploy shock troops to inspect and review residential areas along rivers, streams, dykes, dams, low-lying areas at risk of flooding, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas; organize the relocation and evacuation of people to safe places, and promptly handle construction incidents from the first hour.
At the same time, organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deeply flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass if safety is not ensured; do not let unfortunate human losses occur due to carelessness or subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
In particular, inspect, review, and deploy operation plans, disaster response plans, and ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs, and arrange permanent forces to operate and regulate and be ready to handle possible situations.
Prepare drainage plan to prevent flooding and protect production, industrial parks, urban areas, and residential areas.
Prepare forces and means for rescue when required. Increase information about the development of heavy rain to authorities at all levels and people, and organize serious duty shifts and regularly report to the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense.
