Tho Xuan with 45 days and nights of land clearance peak

Site clearance is an important step in implementing projects, especially key projects, to contribute to creating breakthroughs to attract investment. Therefore, the Tho Xuan District Party Committee has focused on directing resolutely, mobilizing the political system to accelerate the progress of site clearance for projects using land in 2024.

Closely following the plans of the Provincial People's Committee Chairman and Tho Xuan District People's Committee on site clearance to implement projects using land in the province in 2024; the plan of the District Party Committee on implementing a breakthrough in site clearance for key projects in the district in the period of 2021-2025, from the beginning of 2024, Tho Xuan District has implemented a peak period of 45 days and nights of site clearance for investment projects using land for 10 projects, with a total area requiring site clearance of 85.37 hectares. The total estimated cost of implementation is about 92.8 billion VND. The estimated implementation time is 45 days and nights, from March 15 to April 30, 2024.

To effectively implement the plan, Head of the Department of Natural Resources and Environment of Tho Xuan district, Le Ngoc Quan, said: "The Standing Committee of the District Party Committee has organized the signing of a commitment on the progress of site clearance between the Chairman of the District People's Committee and the Chairmen of the People's Committees of communes and enterprises implementing projects in the area".

Along with that, the district also established propaganda teams to enhance the effectiveness of the peak period. The Party Committees of communes and towns developed plans, organized propaganda, and mobilized each household whose land was recovered in the area, especially promoting the pioneering and exemplary role of cadres, party members, union members, association members and people to promptly receive compensation funds and hand over the site to implement the project according to the set schedule.

Contributing with the District Party Committee to effectively implement the breakthroughs set out in the Resolution of the District Party Committee for the 27th term, 2020-2025; at the same time, striving to soon complete the criteria from commune to ward, in 2024, Xuan Lai commune will carry out the second phase of land acquisition for Xuan Lai residential area with a total area of 9 hectares, including 98 households in the area of recovered land.

Under the drastic direction and management of the District Party Committee, the District People's Committee, the Party Committees and authorities of the communes have proactively coordinated with the District Land Acquisition Council, departments, offices and functional branches to focus on implementation and achieve initial results in the land acquisition work. As of March 28, the project has completed the steps of organizing the signing of land acquisition commitments with households and conducting measurements and inventories; examining the origin of the land as well as publicizing the compensation plan for 95 households; paid an area of 7.33/89 households with the amount of 8.3 billion VND.

Sao Vang Town is a locality located in Lam Son - Sao Vang urban area (one of the four economic clusters of the province). In 2024, the town has an investment project to exploit the infrastructure of Lam Son - Sao Vang Industrial Park (phase 2, 3) with a total area of 220.93 hectares, with an area requiring site clearance of 37 hectares. By March 28, the town had completed the steps to organize the signing of site clearance commitments with households and conducted measurements, inventories, and examination of land origin for 37/37 hectares, and at the same time, publicized the site clearance compensation plan. Regarding site clearance funding, the investor has transferred 10 billion VND. The District People's Committee has also issued an official dispatch requesting the investor to transfer funding for site clearance work in the amount of 20 billion VND.

According to the report of the District People's Committee, as of March 28, land acquisition steps have been implemented for 10/10 projects. Of which, 87.96 hectares have been planned, measured, and inventoried, 79.73 hectares have been compensated, and 24.92 hectares have been completed, reaching 29.19% of the plan.

Discussing this issue, Tho Xuan District Party Secretary Le Dinh Hai said: "In close adherence to the set plan, the work of land acquisition and clearance for investment projects using land in the area has achieved positive results. Party committees and authorities at all levels have clearly defined responsibilities, strengthened coordination, participated, promoted the sense of responsibility, and determined to effectively implement the set plan. The implementation of land acquisition and clearance work must be in accordance with prescribed procedures, ensuring publicity, democracy, correct regimes and policies, and correct affected subjects, especially the role of the People's Committees of communes and towns in determining the origin of land as a basis for compensation and clearance work".
