On Tuesday, May 30, 2023, the National Assembly continued the 8th working day of the 5th Session at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

Morning

The National Assembly held a plenary session in the hall under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai. The session was broadcast live on Vietnam National Assembly Television.

Content 1: The National Assembly listened to the Member of the Standing Committee of the National Assembly, Chairman of the Committee for Science , Technology and Environment of the National Assembly Le Quang Huy present the Report on explanation, acceptance and revision of the draft Law on Electronic Transactions (amended). After that, the National Assembly discussed a number of contents with different opinions of the draft Law on Electronic Transactions (amended). At the discussion session, 12 delegates spoke, 2 delegates debated, in which the delegates' opinions basically appreciated the preparation of the Report on explanation, acceptance and revision of the Standing Committee of the National Assembly. In addition, the delegates contributed many quality and accurate opinions to complete the draft Law such as: scope of application; explanation of terms; responsibility for state management of electronic transactions; value of data messages as evidence; digital signatures for public service; responsibility for state management of digital signatures for public service; trusted services; electronic identification accounts.

At the end of the discussion session, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy, representing the agency in charge of the review and the drafting agency, explained and clarified a number of issues raised by National Assembly deputies.

Content 2: The National Assembly discussed the Decision on investment policy for the road project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong and Ninh Thuan; Adjustment of investment policy for the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province. At the discussion session, 13 delegates spoke, and their opinions basically agreed on the necessity of investing in the road project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province connecting with Lam Dong and Ninh Thuan and the adjustment of investment policy for the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province. In particular, there were opinions of delegates suggesting to consider shortening the project name to match the adjustment of investment policy for the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province; Some opinions suggested that it is necessary to further study the authorization mechanism for projects related to forest conversion similar to the two projects to avoid having to submit them to the National Assembly many times. Regarding the investment policy for the traffic route project from National Highway 27C to Provincial Road DT.656 connecting Khanh Hoa province with Lam Dong and Ninh Thuan, delegates suggested carefully studying the route direction to ensure savings and efficiency; calculating the plan for site clearance and resettlement to avoid problems during implementation. Delegates also gave opinions on forest conversion and replacement forest planting to ensure persuasiveness and biodiversity; preliminary total investment, capital sources allocated for the project, central and local capital structure; investment phases; commitment to allocate local capital, capital absorption capacity, capital disbursement, completion progress, mechanisms and policies for project investment implementation; conditions for completing the project on schedule and ensuring quality. Regarding the adjustment of the investment policy for the Ka Pet Reservoir project in Ham Thuan Nam district, Binh Thuan province, delegates focused on discussing: land use plan for forest conversion; replacement forest planting; allocation and use of capital for the project; feasibility and commitment to arrange local capital, implementation time, project completion progress; mechanisms and policies for the project.

At the end of the discussion session, Minister of Planning and Investment Nguyen Chi Dung, on behalf of the drafting agency, explained and clarified a number of issues raised by National Assembly deputies.

Afternoon

Content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Member of the National Assembly Standing Committee, Head of the Delegation Affairs Committee of the National Assembly Standing Committee, Head of the Drafting Committee Nguyen Thi Thanh present the Report on the draft Resolution on taking a vote of confidence, vote of no confidence for people holding positions elected or approved by the National Assembly, People's Council (amended); listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Law Committee Hoang Thanh Tung present the Report on examining the draft Resolution on taking a vote of confidence, vote of no confidence for people holding positions elected or approved by the National Assembly, People's Council (amended).

Content 2: The National Assembly discussed in groups: Draft Resolution on taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly and People's Councils (amended); Draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

Wednesday, May 31, 2023: The National Assembly discussed in the hall the additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023.
