Payment of benefits and policies for cadres, civil servants, public employees and workers when implementing reorganization

Resolution on deciding, adjusting and supplementing the central budget estimate for 2025 to pay for regimes and policies for cadres, civil servants, public employees and workers when implementing the arrangement and consolidation of the organizational apparatus prescribed in Decree No. 178/2024/ND-CP dated December 31, 2024 and Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government according to the salary reform implementation mechanism.

Specifically, using the salary reform fund to adjust the basic salary level in 2024 of the remaining central budget transferred to 2025 is 15,710 billion VND for the Government to supplement the expenditure estimate for ministries, central agencies and localities to perform tasks.

Supplement the central budget revenue estimate for 2025 of VND 28,290 billion from the central budget's salary reform accumulation source, and at the same time supplement the central budget expenditure estimate for 2025 so that the Government can supplement the expenditure estimate for ministries, central agencies, and localities to perform their tasks.

In case the funding demand exceeds the levels in points a and b, Article 1, the Government is allowed to use the accumulated salary reform resources of the central budget for implementation.

The Resolution clearly states that the remaining 6,623 billion VND of the central budget's regular expenditure estimate for 2024 that has not been allocated will be transferred to 2025 to implement the tuition exemption policy and perform tasks arising from the reorganization of the apparatus as approved by competent authorities (in addition to paying benefits and policies for cadres, civil servants, public employees, and workers).

Regarding the allocation of state budget expenditures in 2025 for science, technology, innovation and national digital transformation to meet the requirements of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo , Notice No. 01-TB/BCĐTW dated January 22, 2025 and No. 03-TB/BCĐTW dated March 6, 2025 of the Central Steering Committee announcing the Conclusion of General Secretary To Lam on the development of science, technology, innovation and digital transformation.

In case after using the increased central budget revenue source in 2024 according to the decision of the National Assembly Standing Committee but not ensuring the allocation of at least 3% of the state budget expenditure in 2025 for the above-mentioned task, the Government is allowed to adjust and arrange within the scope of the central budget expenditure estimates in 2025 that have not been allocated at the beginning of the year for implementation.

Urgent implementation

The Resolution assigns the Government to urgently organize implementation, ensure correct policies, regimes, standards, expenditure norms, correct purposes, thrift, efficiency, avoid loss and waste, comply with the provisions of the State Budget Law, Law No. 56/2024/QH15 amending and supplementing the State Budget Law, laws on science, technology, innovation and digital transformation, relevant laws, report to the National Assembly at the nearest session, in the Supplementary Assessment Report on implementation results and the State Budget Finalization Report for 2024.

Previously, the National Assembly listened to Minister of Finance Nguyen Van Thang present a supplementary report on adjusting and supplementing the 2025 state budget estimate. Chairman of the Economic and Financial Committee Phan Van Mai presented a supplementary review report on adjusting and supplementing the 2025 state budget estimate.

Discussing in the hall about adjusting and supplementing the state budget estimate for 2025, the majority of National Assembly deputies highly appreciated the responsible efforts of the Government and National Assembly agencies to submit to the National Assembly adjustments and supplements to the state budget estimate for 2025, in a timely manner to have funding sources to implement breakthrough and revolutionary tasks according to the decisions of the Central Committee and the Politburo. At the same time, it was suggested that it is necessary to overcome the situation of having policies and funding sources but delayed allocation, affecting the effectiveness of the policies.
