On Wednesday, November 22, 2023, the National Assembly continued the 18th working day of the 6th Session of the 15th National Assembly at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

Vice Chairman of the National Assembly Nguyen Khac Dinh chaired the meeting on the afternoon of November 22, 2023.

Morning

The National Assembly held a plenary session in the hall under the direction of Vice Chairman of the National Assembly Tran Quang Phuong.

1. The National Assembly listened to: Head of the People's Aspirations Committee of the National Assembly Standing Committee Duong Thanh Binh presenting the Report on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly in 2023; Government Inspector General Doan Hong Phong, authorized by the Prime Minister, presented the Report on the work of receiving citizens, handling complaints and denunciations; Chairman of the National Assembly's Law Committee Hoang Thanh Tung presenting the Report on the verification of the Government's Report on the work of receiving citizens, handling complaints and denunciations in 2023. After that, the National Assembly discussed in the hall the results of receiving citizens, handling petitions and settling complaints and denunciations of citizens in 2023.

At the discussion session, there were 6 delegates speaking, in which the delegates' opinions basically agreed with the reports of the National Assembly Standing Committee, the Government and the Inspection Report of the Law Committee; assessed that this work has had many positive changes, contributing to maintaining political security, order, social safety, socio-economic development nationwide and in each locality; further clarified the situation and implementation results, and at the same time requested the Government, the National Assembly, ministries and branches to analyze more specifically the causes of the outstanding and prolonged problems in the work of handling complaints and denunciations. In addition, the delegates also proposed many solutions to overcome the shortcomings and limitations, contributing to further improving the quality and effectiveness of the work of handling complaints and denunciations such as: it is necessary to have regulations on issuing documents to terminate the handling of complaints and denunciations beyond the authority; improve the effectiveness of propaganda work for the people, creating consensus in society; guide the reporting process, provide case information to National Assembly deputies, National Assembly delegations and National Assembly agencies to limit the sending of petitions multiple times; invest in building software in the Digital Transformation Project, build a national database to share data, manage and resolve petitions; amend regulations on citizen reception, voter contact, settlement of petitions, complaints and denunciations.

At the end of the discussion session, Government Inspector General Doan Hong Phong spoke to explain and clarify a number of issues raised by National Assembly deputies.

2. The National Assembly listened to the Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong present the Proposal on adjusting the Program of the 6th Session of the 15th National Assembly; then, the National Assembly voted to approve the adjustment of the Program by electronic voting. The results were as follows: 459 delegates participated in the vote (equal to 92.91% of the total number of National Assembly delegates); 453 delegates approved (equal to 91.70% of the total number of National Assembly delegates); 6 delegates did not approve (equal to 1.21% of the total number of National Assembly delegates).

Afternoon

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall the draft Law on Organization of People's Courts (amended). At the discussion session, 17 delegates spoke and 14 delegates debated; in which the delegates' opinions basically agreed with the necessity of amending the 2014 Law on Organization of People's Courts and many contents in the Submission of the Chief Justice of the Supreme People's Court, the Verification Report of the National Assembly's Judicial Committee. In addition, the delegates focused on discussing: the scope of regulation of the draft Law; the position, functions, tasks and powers of the People's Court; the principles of organization and operation of the People's Court; the addition and adjustment of the tasks and powers of the Court (collecting evidence in adjudication activities; reviewing and recommending the constitutionality and legality of legal documents in adjudication according to the provisions of the law); the interpretation and application of law in adjudication; renaming of provincial People's Courts and district People's Courts according to jurisdiction; establishment of specialized first-instance People's Courts; regulations on amending judge ranks and grades; mechanism for ensuring security and order at courts; attendance and reporting at court sessions; training and fostering of human resources in the court sector; legislative techniques...

At the end of the discussion session, Chief Justice of the Supreme People's Court Nguyen Hoa Binh spoke to explain and clarify the issues raised by National Assembly deputies.

Thursday, November 23, 2023: In the morning, the National Assembly discussed in the hall the draft Law on Social Insurance (amended). In the afternoon, the National Assembly listened to the Report on explanation, acceptance and revision of the draft Law on Credit Institutions (amended); then, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Credit Institutions (amended)./.
