Accordingly, this resolution stipulates a number of special mechanisms and policies on finance, human resources, development and application of digital technology , digital transformation to create breakthroughs in law-making and a number of tasks and activities of law enforcement organizations to directly support law-making.
According to the Resolution, the application of special mechanisms and policies is based on the principle of ensuring the improvement of the quality and effectiveness of law-making and law enforcement work; implementing special financial mechanisms and policies with outstanding norms and spending allocations according to tasks and activities; preferential treatment policies and regimes for those participating in law-making work and some tasks and activities of law enforcement that directly support law-making associated with functions, tasks, activities and job positions.
Ensure the application of special mechanisms and policies to the right subjects, publicly, transparently, effectively and economically; prevent corruption, waste, negativity, group interests, local interests, and prevent all manifestations of profiteering in the work of building and organizing law enforcement...

The Resolution also stated that corruption, negativity, group interests, and localism in the work of building and organizing law enforcement will be strictly handled in accordance with the nature and level of violations, using party disciplinary measures, administrative discipline, handling of administrative violations, and criminal handling.
The National Assembly also agreed that spending on law-making should not be less than 0.5% of the total annual budget expenditure and should gradually increase according to development requirements. The National Assembly also decided to assign the Government a budget to ensure spending according to regulations.
Accordingly, the Government allocates and delivers in a timely manner, ensuring sufficient budget expenditure; the Prime Minister decides on detailed allocation of unallocated Government expenditures to ensure timely and sufficient budget expenditure.
The Standing Committee of the National Assembly shall prescribe the list of tasks, activities and the expenditure quota for each task and activity for the content of examination, approval of legal documents, examination and ratification of international treaties and accession to international organizations. The state budget shall ensure regular expenditure and investment expenditure for organizations conducting research on strategies and policies in the legal field.

The National Assembly also agreed that the head of the agency assigned to perform the task has the right to proactively decide on the content of expenditure and change the content of expenditure; be responsible for the use of the assigned budget; ensure the allocation, management and use of funds commensurate with the importance and complexity of the task and ensure democracy, publicity and transparency.
The Resolution also stipulates that those who directly and regularly work on consulting on strategy, policy research, and law making are entitled to receive monthly support equal to 100% of their salary according to the current salary coefficient (excluding allowances). Those who graduate with excellent degrees from university or higher in various fields and professions and complete an in-depth training program on law making are given priority for admission to law making agencies.
Policy Development Support Fund under the Ministry of Justice
The resolution recently passed by the National Assembly also stipulates that there is a Fund to support the development of policies and laws. This fund is a state financial fund outside the budget, has legal status, is under the Ministry of Justice, and operates not for profit.
One of the fund's objectives is to support and finance projects, tasks, and activities that are not funded by the state budget or require additional funding to create breakthrough, positive, effective, and sustainable changes in law-making.
In addition, this fund receives legal support sources outside the state budget from domestic organizations and individuals to ensure transparency, publicity, and practice thrift, prevent and combat corruption, waste, negativity, group interests, local interests, and prevent all manifestations of profiteering in the work of building and organizing law enforcement.
