Agree to transfer the investor of O Mon III and O Mon IV Thermal Power Plant projects from EVN to PVN

(CT) - At the recent meeting to review and propose the transfer of investors of the O Mon III and O Mon IV Thermal Power Plant projects, Mr. Nguyen Hoang Anh, Chairman of the State Capital Management Committee at Enterprises, agreed to transfer the investors of the O Mon III and O Mon IV Thermal Power Plant projects from the Vietnam Electricity Group (EVN) to the Vietnam Oil and Gas Group (PVN) in accordance with the procedures of legal regulations. The State Capital Management Committee at Enterprises also requested ministries, branches, and the People's Committee of Can Tho City to guide the procedures and create favorable conditions for the transfer of investors of the projects to be implemented in the fastest time. Along with that, EVN and PVN urgently reported on the advantages, difficulties, obstacles, capital arrangement, project progress... when transferring investors of the projects, and specifically proposed plans for transferring investors of the projects in accordance with the instructions.

The O Mon III and IV Thermal Power Plant Project is one of four projects belonging to the O Mon Power Center (Can Tho City). Of which, the O Mon I Thermal Power Plant (capacity 2 x 330MW), belonging to the Power Generation Corporation 2, has been generating electricity since 2015. The O Mon II Thermal Power Plant Project (about 1,050 MW), invested by a consortium of the Construction Trading Joint Stock Corporation (Vietnam) and Marubeni Group (Japan) (has not yet started construction). The two O Mon III Thermal Power Plant (about 1,050MW) and O Mon IV Thermal Power Plant (about 1,050MW) projects are invested by EVN.

The O Mon III Thermal Power Plant Project has a total investment of VND 25,243 billion, expected to mobilize capital from ODA sources (loan from Japan) of VND 17,670 billion and counterpart capital of more than VND 7,500 billion. The plant is expected to start construction in the first quarter of 2025 and generate electricity in the fourth quarter of 2027. The O Mon IV Thermal Power Plant Project has a total investment of nearly VND 30,000 billion, of which EVN will arrange capital (about 20%) and commercial loans without government guarantees (about 80%) in the form of export credit. The project is expected to start construction in the second quarter of 2023 and complete in the first quarter of 2026.
