Agreeing on coordination mechanism in ensuring security and order on the Thanh Hoa - Hua Phan (Laos) border

(Baothanhhoa.vn) - On the morning of August 6, at Hoi Xuan commune, Thanh Hoa Provincial Police coordinated with agencies and departments to organize a conference to unify the coordination mechanism in ensuring security and order on the Thanh Hoa - Hua Phan (Lao PDR) border.

At the conference, after the process of handling complicated situations of security and order occurring on the Thanh Hoa - Hua Phan (Laos) border line was approved, the delegates presented the current situation and proposed solutions to improve the effectiveness of coordination between military forces, border guards, police and other functional forces in building a people's border defense posture in the border area; as well as coordination with functional forces on the border line (border guards, customs) in preventing drug crimes and implementing the Project to build drug-free communes and wards. The evaluation opinions and results of the implementation of the Cooperation Agreement with Hua Phan province (Laos) have significantly contributed to ensuring security and order in the border area of the province.

Opinions at the conference also assessed the results of implementing the Party and State's guidelines and policies and the resolutions, programs and projects of the Thanh Hoa Provincial Party Committee and People's Committee on socio-economic development associated with strengthening security - defense and foreign affairs.

At the same time, summarize experiences in the work of grasping the situation and advising local Party committees and authorities to prevent and handle organizations and individuals who take advantage of charity activities in the area, illegally propagate religion or defraud and appropriate people's property; experience in people's diplomacy between Party committees and authorities of border communes and authorities of border clusters and villages of Laos to serve the work of ensuring security and order in the border areas of the two provinces.

Some opinions have proposed specific solutions to remove difficulties and obstacles in implementing administrative procedures, digital transformation in the initial phase of operating the 2-level local government organization model in border communes, contributing to socio-economic development, ensuring communication to serve leadership, directing and handling complicated situations of security and order occurring on the border. Along with that, enhancing the role and responsibility of Party committees and authorities of border communes in directing and implementing state management in the fields of conditional investment and business sectors on security and order, management of weapons, explosives, support tools, etc.

The Standing Deputy Secretary of the Provincial Party Committee highlighted four viewpoints, namely: Firmly protecting security and order on the western border of the province is a particularly important task because it not only contributes to protecting border security and sovereignty but also ensures peace for the people to focus on socio-economic development of the province.

Continue to raise the spirit of vigilance and be ready to fight and suppress criminals and reactionary elements right from the beginning, absolutely not to be passive, surprised and not to let hot spots form.

Continue to affirm that protecting security and order in border areas is the responsibility of the entire political system, of cadres, party members and people, especially in border areas, in which the police, military and border guards must be the core.

Continue to affirm the important and effective role in operating the coordination mechanism between armed forces, between armed forces and local Party committees, authorities and forces stationed in the area in ensuring security and order on the border.

Based on the above-mentioned guidelines, the Standing Deputy Secretary of the Provincial Party Committee suggested that in the coming time, the Standing Committee of the Provincial Party Committee and People's Committee should pay attention to and focus on directing the promotion of socio-economic development, taking care of the lives of people in the communes in the western border area of the province so that people can trust the leadership of local Party committees and authorities, and actively participate in the movement to protect security and order in the area.

At the same time, effectively implement national target programs related to mountainous and border areas and the policy of building schools in land border communes approved by the Politburo. Continue to review and arrange resettlement for people living in areas at high risk of flash floods; pay attention to investing in transport infrastructure, irrigation, clean water supply works, especially communication for border communes and villages.

The Provincial People's Committee continues to focus on directing the firm maintenance of security and order in border communes and mountainous communes of the province to effectively combat all types of crimes in the border areas. In particular, it continues to organize legal propaganda for people by appropriate measures; strengthen security and order teams in villages to firmly grasp the area; widely launch the emulation movement "For the security of the Fatherland", mobilizing the masses to hand over weapons, explosives, and support tools.

Pay attention to investing in infrastructure for the communal police force, border guards, military and interdisciplinary teams; focus on removing difficulties for border communes operating under the new model; organize and implement well the foreign policy with Hua Phan province (Laos).

For the Party Committees and authorities of border communes, headed by the secretaries and chairmen, it is necessary to always identify the task of leading socio-economic development, improving people's lives and ensuring security and order in the area as the two most important tasks. At the same time, it is necessary to mobilize the entire political system and the entire population to participate in ensuring security and order; promote the movement of the entire population to protect security and order, actively participate in protecting the border lines and landmarks, raise the spirit of vigilance, report crimes; attach importance to the role of village elders, village chiefs, and prestigious people in this activity. Along with that, closely coordinate with the police, military, and border guards in ensuring security and order, strengthen the military-civilian relationship, protect and cover the forces to complete their tasks. Do a good job of border diplomacy, strengthen solidarity with the people of the border districts of Laos, raise the spirit of vigilance to fight against crimes and reactionary forces and elements.

For the police force, continue to effectively implement Decree No. 03 of the Government on coordination between the Ministry of Public Security and the Ministry of National Defense in performing the task of protecting national security and ensuring social order and safety. Continue to deploy working measures to firmly grasp, forecast early, and accurately forecast the border situation to advise the Party Committee and the government to promptly lead and direct. At the same time, continue to strengthen forces in key villages in the West of the province to grasp the situation and manage the area. Continue to effectively implement Directive No. 01 of the Prime Minister on organizing a mass movement to participate in protecting national sovereignty, territory, and border security in the new situation.
