Agree on the expected content to be submitted to the 26th Session (Special Session) and the Mid-Year Regular Session 2025 of the 16th City People's Council

(Haiphong.gov.vn) - On the morning of May 19, the Standing Committee of the City People's Council held a joint conference on the organization of the 26th Session (Special Session) and the organization of the regular mid-year session of the 16th City People's Council in 2025. Comrade Pham Van Lap, member of the Standing Committee of the City Party Committee, Chairman of the City People's Council chaired the conference.

The 26th session of the 16th City People's Council is a thematic session to carry out urgent tasks arising from the practical situation in the direction and management of the city's socio-economic development. The session is expected to consider and approve the following draft resolutions: Abolishing Resolution No. 01/2025/NQ-HDND dated February 20, 2025 of the City People's Council on additional support policies for cadres, civil servants, public employees, and workers under the city's management in the implementation of organizational restructuring of the apparatus and administrative units of the political system in Hai Phong city. Adjusting the list of investment projects requiring land recovery; the list of investment projects with the change of land use purpose for rice fields, protective forest land, special-use forest land, and production forest land in the city in 2025. Detailing some spending levels for the Militia and Self-Defense Forces in Hai Phong city. List of public career using state budget in the construction sector in Hai Phong city. Adjustment and supplement of List of land plots for implementing land bidding for investment projects using land in Hai Phong city in the period 2025-2026 (2nd time). Adjustment of investment policy for the investment project to build Ring Road 2, Tan Vu - Hung Dao - Bui Vien road section. Adjustment of investment policy for the investment project to build technical infrastructure of the new urban area North of Cam River.

The regular mid-year meeting of 2025 aims to assess the implementation of tasks and solutions for socio -economic development in the first 6 months of the year and decide on tasks and solutions for socio-economic development in the last 6 months of 2025; decide on the 2025 Supervision Program of the City People's Council; approve the proposed 2026 City Public Investment Plan; and carry out a number of other contents as prescribed. The meeting is expected to consider and approve 23 draft Resolutions, 22 reports; question and answer questions, consider and carry out a number of other important contents as prescribed by law.

After listening to the reports and opinions of the delegates, Chairman of the City People's Council Pham Van Lap emphasized that the Standing Committee of the People's Council basically agreed with the contents and proposals of the City People's Committee on the preparation of the contents of the 26th Session (special session) and the regular session in mid-2025. The Chairman of the City People's Council requested the City People's Committee to review the necessary and urgent contents to serve socio-economic development, thereby sending a document to the Standing Committee of the City People's Council for consideration and decision to issue a Plan to organize the Special Session and the Regular Session at the end of 2025; directing the Departments, branches, sectors and units assigned to receive the opinions at the meeting, promptly complete the draft documents, reports, submissions and complete them for submission to the Standing Committee of the City People's Council for comments. Requesting the City People's Council Committees to receive and conduct the examination of the documents, effectively coordinate with the Departments and sectors to well prepare the content to be presented at the Session to ensure compliance with regulations, progress and quality; At the same time, the Office of the National Assembly Delegation and the City People's Council is requested to coordinate with relevant units to carefully review the preparation work to ensure the 26th Session (special session) and the regular session in mid-2025 are successful./.
