Regarding the above issue, regarding the addition of legal provisions related to the salary increase regime, the Ministry of Home Affairs informs about the amendment of the salary increase regime related to the amendment of the Law on Cadres, Civil Servants and the Law on Public Employees.
Currently, the Ministry of Home Affairs is submitting to competent authorities amendments and supplements to the Law on Cadres, Civil Servants and the Law on Public Employees, including provisions on salary increase regimes and extension of salary increase periods.
Regarding the progress of building a new salary table according to job positions, according to this ministry, implementing Conclusion No. 83-KL/TW of the Politburo, in which the Central Economic Commission is assigned to preside over the preliminary review of the implementation of Resolution No. 27-NQ/TW.
Specifically, the Central Economic Committee coordinates with the Party Personnel Committee of the Ministry of Home Affairs and relevant ministries, departments and branches to study and evaluate the suitability and feasibility and propose the implementation of 5 new salary scales and 9 new allowance regimes of the public sector for submission to the Central Committee for consideration after 2026, when the Politburo promulgates and implements the system of job position lists in the political system.
Regarding the increase in basic salary in 2025 and ensuring benefits for cadres, civil servants and public employees who continue to work, the Ministry of Home Affairs informed that 2025 is the final year to implement the Socio-Economic Development Plan and the 5-year financial plan 2021-2025.
However, in the context of many domestic and international socio-economic fluctuations, state budget revenue is forecast to face many difficulties.
Therefore, according to the Ministry of Home Affairs, in 2025 there is no basis to consider continuing to adjust salaries for cadres, civil servants, public employees and other policies.
Previously, presenting a report on reforming salary policies and social allowances, Minister of Home Affairs Pham Thi Thanh Tra said that from July 1, 2024, the basic salary has been raised from VND 1.8 million to VND 2.34 million per month, equivalent to an increase of 30%.
Compared to 2018 - the time before the Central Government issued Resolution 27, the basic salary has increased by a total of 68.3%, from 1.39 million VND. This adjustment rate is also 43.5% higher than the regional minimum wage increase applied in the business sector.
