The 2025 graduation exam will be very special.
At the training conference on inspection and examination of the 2025 graduation exam held on the morning of May 30 in Ho Chi Minh City for inspectors of 32 provinces/cities and 32 Departments of Education and Training in the South (from Da Nang onwards), Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that the 2025 high school graduation exam has its own unique characteristics. This is the first year of graduation exams according to the 2018 program, in addition, there are about 25,000 candidates taking the 2006 program.
On the other hand, the exam takes place in the context of the arrangement of the 2-level local government apparatus and the merger of some provinces/cities. The Department of Education and Training Inspectorate will be transferred to the Provincial Inspectorate, the Ministry Inspectorate will be transferred to the Government Inspectorate , the District Police will be transferred to the Commune Police... which will certainly affect the leadership and direction of the exam.
According to Mr. Thuong, the 2025 high school graduation exam plan was issued by the Ministry of Education and Training at the end of 2023. The 2+2 exam plan (2 compulsory subjects Math - Literature and 2 elective subjects) was issued 18 months ago; the structure and format of the graduation exam were issued 16 months ago... which shows that preparations for the 2025 graduation exam were carried out very early.
Most recently, the Ministry of Education and Training has also issued many telegrams and documents emphasizing the organization of graduation exams. In that general context, in addition to the central and provincial directives, the work of inspecting and checking exams is an extremely useful tool, means and management, contributing to the success of the exam, ensuring the exam is serious and fair.
Mr. Thuong suggested that the inspection and examination of the 2025 graduation exam must be seriously implemented, paying attention to issues arising in the new context. There are people who have been inspectors and examiners last year and this year who also participate, however, the spirit of "no one bathes twice in the same river" must be listened to and reflected on oneself, in order to carry out the inspection and examination of the 2025 graduation exam well.
From June 1, the Inspectorate of the Ministry of Education and Training will officially transfer to the Government Inspectorate, so the organization of the inspection conference and examination of this year's graduation exam will be the responsibility of the Department of Quality Management of the Ministry of Education and Training.
Government Inspectorate can inspect graduation exams
Director of the Department of Quality Management (Ministry of Education and Training) Huynh Van Chuong said that there are only 26 days left for the 2025 graduation exam. Exactly 1 month later is the graduation exam marking time, so Mr. Chuong noted that the inspection of the 2025 graduation exam, especially the inspection of the marking process, needs to be seriously implemented.
According to Mr. Chuong, the 2025 graduation exam will have 2 sets of exam questions for the 2006 and 2018 programs. Each locality will basically have 1 exam site for the 2006 program and the organization model and method of organizing the exam for this program will remain stable as in 2024. However, the two programs will have two different systems of guidance documents, so it is necessary to understand this clearly.
Mr. Chuong requested that the organization of inspection and examination activities comply with the provisions of law on inspection, examination, and graduation exam regulations. On the other hand, clearly define the responsibilities and powers of the Ministry of Education and Training, the People's Committees of provinces/cities, the Department of Education and Training, and universities, academies, colleges and junior colleges. Direct the organization of inspection and examination activities in accordance with the actual situation, ensuring the principle of independence of inspection and examination activities, without omission, without gaps and without being passive. Organize scientific and appropriate inspection and examination teams, without overlapping in inspection and examination activities. Do not arrange local schools to work directly in the locality (except in special cases, force majeure).
From June 1, the Ministry of Education and Training's inspectorate will be transferred to the Government Inspectorate. Therefore, this year, the Minister of Education and Training will issue a decision to establish an inspection team for the stages of the exam according to his authority. If necessary, the Minister of Education and Training will issue a document requesting the Government Inspectorate to conduct an inspection of the stages of the exam according to the law on inspection work.
The Provincial/Municipal People's Committee will be fully responsible for organizing the local exam. The Department of Education and Training will preside over the establishment of inspection teams for exam preparation, exam supervision, review and recognition of high school graduation in 2025. The Provincial People's Committee will organize inspections and examinations of all stages of the exam according to the direction of the Prime Minister, the guidance of the Ministry of Education and Training, and the Government Inspectorate. The Chairman of the Provincial People's Committee will conduct inspections according to decentralization and direct the inspection of the exam marking work according to the provisions of law on inspection work.
As for the School Department, according to Mr. Chuong, the department will develop an inspection plan and issue a decision to establish inspection teams for exam preparation and recognition of high school graduation for educational institutions under its management authority.
