Deputy Minister Le Tan Dung: The Education sector enters the new school year with special momentum.

Comprehensive preparation for the 2025 - 2026 school year

From August 7-8, at Nha Trang University (Khanh Hoa), the Ministry of Education and Training (MOET) held a conference on public finance management, public assets and public investment in 2025 with the participation of more than 700 accounting officers from the whole sector.

Speaking at the conference, Deputy Minister of Education and Training Le Tan Dung said that the 2025-2026 school year will begin with a special event - a "2 in 1" opening ceremony, which is both the opening ceremony of the new school year and the 80th anniversary of the Vietnamese Education sector (1945-2025). This event was directly directed by General Secretary To Lam, who assigned the Ministry of Education and Training to organize it synchronously, solemnly and practically.

Accordingly, the opening ceremony will take place from 7:30 to 9:00 a.m. on September 5, 2025, and will be broadcast live nationwide and connected online to all educational institutions from kindergarten to university. The General Secretary is expected to attend the ceremony in Hanoi, along with millions of teachers, students and pupils across the country.

“This is an opportunity for the entire education sector to look back on the glorious 80-year journey, while affirming its determination to innovate, integrate and develop comprehensively,” Deputy Minister Le Tan Dung emphasized.

An important content informed by Deputy Minister Le Tan Dung at the conference was the progress of investment in building 248 primary and secondary boarding schools in 248 border communes nationwide, implemented under the direction of the General Secretary and the Politburo.

This is a strategic project to improve people's knowledge, create equal learning opportunities for students in border areas, and at the same time contribute to stabilizing the population, maintaining national defense and security, and sustainable development in disadvantaged areas.

To ensure effective operation, the Ministry of Education and Training is urgently completing regulations related to boarding and semi-boarding regimes, equipment support, human resources and working regimes for teachers working at educational institutions in remote areas.

The Deputy Minister said: "The Ministry's goal is to build a spacious and synchronous inter-level boarding school model, creating the most favorable learning and living environment for ethnic minority students in border areas."

Strengthening public financial management and synchronous investment

At the conference, representatives of the Ministry of Finance and specialized Departments of the Ministry of Education and Training analyzed in depth the core contents of Decree 186/2025/ND-CP on management and use of public assets and Circular 24/2024/TT-BTC on the newly issued administrative accounting regime.

Accordingly, units in the industry need to focus on improving accounting work and decentralizing asset management authority, especially in the context of changing organizational structure towards a two-tier government model. Decree 186/2025 has removed regulations on conditions for using land use rights for joint venture and association purposes, while simplifying procedures and increasing autonomy for public service units.

Circular 24 also emphasizes the classification of revenue between exchange and non-exchange transactions, recording expenses according to the new mechanism to ensure transparency, efficiency and compliance with public accounting regulations.

On this occasion, the staff, accountants, and financial managers from units under the Ministry of Education and Training were also informed of new regulations on public bidding and public investment, especially the Bidding Law No. 22/2023/QH15 and Law No. 90/2025/QH15 with many new points on the eligibility of contractors, selection process and legal responsibilities in implementation.

The conference also spent time training on public accounting standards, revenue recognition, public asset management in a digital environment, and answering practical questions from grassroots units.
