(Baothanhhoa.vn) - For nearly a decade directly working in the field of education promotion, Meritorious Teacher Vuong Van Viet, Chairman of the Association for the Promotion of Education (AIE) of Thanh Hoa province, has been involved in the education promotion work with all his passion and sense of responsibility, contributing to making Thanh Hoa one of the leading localities in the country in the field of education promotion, talent promotion (KHKT), and building a learning society (XHHT).

As one of the founders of the Provincial Science and Technology Association, in 1999, while working as the Director of the Department of Education and Training and a member of the Steering Committee for the establishment of the Provincial Science and Technology Association, Mr. Vuong Van Viet actively worked with other members to promote the establishment of the association. In May 2000, at the first Provincial Science and Technology Association Congress, Mr. Nguyen Dinh Buu (former Standing Vice Chairman of the Provincial People's Committee was elected as the first Chairman of the Provincial Science and Technology Association for the 2000-2005 term), Mr. Vuong Van Viet became the non-professional Vice Chairman of the Provincial Science and Technology Association. In 2004, in his position as Vice Chairman of the Provincial People's Committee, Mr. Vuong Van Viet signed and issued many legal decisions on behalf of the provincial leaders as a "support" for the Provincial Science and Technology Association to implement scientific and technological activities and build a cooperative society. In particular, Decision No. 3179/2007/QD-UBND approved the Project "Building and developing Thanh Hoa scholarship fund for the period 2007-2015 to serve the task of building a learning society" to help poor students overcome difficult circumstances to continue studying, establish themselves and encourage young talents to achieve high results in studying and training... opening up the birth and development of many types of scholarship funds from the province to the grassroots, contributing significantly to science and technology work, supporting poor students and students in difficult circumstances.

By August 2016, Mr. Vuong Van Viet was directly involved in the promotion of learning as Chairman of the Provincial Science and Technology Association. He shared: “I always keep in mind that, as long as I am healthy and am entrusted with responsibilities, I must be enthusiastic and responsible for the assigned tasks. The activities and movements of the Science and Technology Association are social in nature. If I am not enthusiastic and skillful in applying propaganda and mobilization measures, I cannot complete the tasks. Along with that, I must strictly implement democratic regulations, have discussions and consensus in building programs and work plans, organize activities well in line with local realities, do a good job of advising on building learning models at the grassroots level, do a good job of mobilizing and propagating the building of the Science and Technology Fund"...

Determining the policy of promoting learning to the source, he, together with the Ho Chi Minh Communist Youth Union at all levels, called on organizations inside and outside the province and overseas Vietnamese to join hands in developing the science and technology fund, building family and clan education promotion funds... to contribute to caring for the cause of cultivating people and improving the quality of education and training in the province.

Struggling with the thought that Thanh Hoa Provincial Science and Technology Association must go into substance, firmly on two pillars, that is, all Thanh Hoa people must become learning citizens, Thanh Hoa must become a learning society and build a strong science and technology fund, Mr. Vuong Van Viet and the Provincial Science and Technology Association have always persistently accompanied localities to remove difficulties and obstacles in the process of operation and strengthen coordination with departments, branches, unions, and local socio-political organizations to organize many models of encouraging learning that are popular with the people, contributing to promoting science and technology work to build a learning society in the locality; building a strong association organization.

Up to now, the whole province has had over 1.1 million HKH members, accounting for 30% of the province's population. Of which, the number of members who are party members accounts for up to 90%. With many creative ways of mobilizing sponsorship and contributing to fund building, up to now, the total amount of education promotion funds managed by the provincial association and grassroots associations is over 410 billion VND. The average fund per capita in 2024-2025 is 108,000 VND/person. Thanh Hoa is the province with the largest number of education promotion funds in the country. The whole province has mobilized more than 926,550 families to register for "Learning Families", reaching a rate of 96.85%; 10,335/11,149 clans have registered for "Learning Clans"; 100% of villages, hamlets, and residential groups have registered to build "Learning Communities"...

After many years of construction and development, the science and technology movement in the province has grown strongly and spread widely from favorable areas to the most difficult areas of the province. The association has mobilized a large scholarship fund, supporting tens of thousands of poor and studious students. Hundreds of thousands of students and teachers with outstanding achievements have been rewarded. In addition, the association has also promoted activities at community learning centers, attracting millions of adults to participate in learning.

Mr. Vuong Van Viet and Thanh Hoa Provincial Association of Science and Technology have been repeatedly commended by the Central Committee of Vietnam Association of Science and Technology and the Provincial People's Committee. Thanh Hoa Provincial Association of Science and Technology has been honored to receive the Labor Medal of various ranks and the Emulation Flag of the Prime Minister.

Over 70 years old, over 50 years of Party membership but always "walking, listening, speaking, and doing", Chairman of the Provincial Science and Technology Association Vuong Van Viet always devotes all his enthusiasm and responsibility to his work, making every effort to mobilize the combined strength to promote science and technology work, contributing to making Thanh Hoa one of the leading localities in the country in science and technology work, building a cooperative society.
