On November 8, in response to the urgent need to arrange and handle the large amount of surplus public assets after the restructuring of district and commune-level administrative units, the Ministry of Finance said it has been implementing a series of synchronous solutions, from perfecting institutions to strengthening inspection and supervision to ensure that State resources are used effectively and transparently.
Specifically, the Ministry of Finance focuses on building and perfecting the legal framework for the management and use of public assets. To create a solid foundation for the handling of assets when restructuring the apparatus according to the two-level local government model, the Ministry has presided over the building, submitted to competent authorities for promulgation or promulgated under its authority a massive system of legal documents, including: 13 Decrees of the Government, a Decision of the Prime Minister and a Circular of the Ministry of Finance.
The core of this system of documents is to regulate various forms of handling and exploiting public assets, opening up many flexible options for localities. In particular, the spirit of reform is clearly demonstrated through promoting decentralization and delegation of authority in the management and use of public assets.
Accordingly, local authorities are given greater initiative according to the motto "locality decides, locality acts, locality is responsible".
Based on the guidelines and policies of the Party and the State, the Ministry of Finance has issued many detailed guidance documents and clear directions for localities in the process of arranging, organizing and handling public assets. The consistent and emphasized direction is to prioritize the assignment, transfer, or conversion of surplus public assets to serve essential social purposes. Specifically, these assets will be prioritized for conversion into schools, medical facilities, cultural houses, sports areas and other public spaces to directly improve the material and spiritual life of the people.
In carrying out the tasks assigned by the Government, the Ministry of Finance also said that it is proactively organizing inter-sectoral working groups to inspect and review directly in localities. The goal is to grasp the actual situation, consider the plans for arranging, distributing and handling surplus public assets that provinces and cities have developed.
Based on the results of the actual inspection and the synthesis of reports from localities, the Ministry of Finance will continue to research and report to competent authorities to have more appropriate directions and policies, meeting the requirements of effectively exploiting financial resources from surplus public asset funds, avoiding loss and waste of assets while ensuring the assets to be used for State purposes in the future.
