
Accordingly, regulations diversify forms of handling and exploiting public assets, at the same time, promote decentralization and delegation of authority in the management and use of public assets in the direction of local decision, local action, and local responsibility.
In addition, based on the Party and State's guidelines and policies in the process of administrative unit arrangement, the Ministry of Finance has issued many documents to guide localities in arranging, organizing and handling public assets; in which, it prioritizes the assignment, transfer and conversion of surplus public assets for use in healthcare, education and training, culture, physical education, sports and other public purposes to serve the people.
Currently, according to the tasks assigned by the Government , the Ministry of Finance is organizing working groups to inspect and review plans for arranging, distributing and handling surplus public assets when rearranging administrative units of localities.
Based on the results of inspection, review and actual handling in localities, the Ministry of Finance will continue to report to competent authorities to have appropriate directions for handling surplus public assets in the coming time to meet the requirements of effectively exploiting financial resources from the surplus public asset fund, avoiding loss and waste of assets, and at the same time ensuring the source of assets for use for State purposes in the future.
