Deputy Minister Le Tan Dung responds to the 'transformed' mandatory contribution

In recent times, the Ministry of Education and Training (MOET) and local authorities have issued many documents to rectify the situation of overcharging by educational institutions.

Responding to questions from the press at the Government Press Conference on the afternoon of October 5 about the recurring overcharging despite many directives to rectify it, but voluntary socialized contributions are still being "transformed" into mandatory ones, Deputy Minister of Education and Training Le Tan Dung said that the Ministry has proposed 9 groups of long-term and short-term solutions to rectify the overcharging situation.

Firstly, the Ministry has issued a document requesting all levels and sectors to strictly implement education policies as well as regulations on tuition fees, exemptions, and tuition support in accordance with Decree 238 dated September 3 of the Government; secondly, regulations on service fees to support education and training activities must be decided by competent authorities.

"It is strictly forbidden for educational institutions to set up fees that are contrary to regulations of competent authorities," Mr. Le Tan Dung emphasized.

The third solution proposed by the Ministry is that the mobilization, management and use of resources must comply with the regulations of competent authorities; the fourth is to strictly implement regulations on posting and publicizing information on prices of educational materials, equipment and textbooks in the area.

Through monitoring in localities, the Ministry of Education and Training found that many localities have directed educational institutions in the area to strictly follow the list issued by the People's Council; schools are absolutely not allowed to combine many collections, not to collect many periods in advance; and not to take advantage of the name of the Parents' Representative Board to collect fees in violation of regulations," emphasized Deputy Minister of Education and Training Le Tan Dung.

Some of the following solutions are mentioned, the Ministry will continue to review the system of legal documents to make adjustments and supplements to ensure the rights of learners, especially students and their parents. The Ministry of Education and Training will continue to strengthen inspection and supervision, and when detected, it will be strictly handled according to regulations.

The Ministry of Education and Training also recommended that the National Assembly agencies and the National Assembly Standing Committee regularly monitor this issue at the central and local levels; and at the same time, requested local Party committees and authorities to regularly inspect and direct the correction of this situation right at educational institutions in the area.
