(Baohatinh.vn) - In recent days, in Ha Tinh, the issue of mobilizing funding for educational activities in some schools has continued to be popular. Regarding this issue, Ha Tinh Newspaper reporters continue to record the opinions of insiders to keep the public informed.

This school year, Cam Binh Kindergarten (Cam Binh commune) has built a fundraising budget with a total cost of more than 177 million VND to buy fans for some classrooms, artificial grass for the playground, and some facilities for boarding. Accordingly, the minimum level for 5-year-olds is 550,000 VND/child, 4-year-olds is 620,000 VND, 3-year-olds is 700,000 VND, and the nursery group is 720,000 VND. After the parent meeting, many opinions expressed concerns about the school implementing voluntary mobilization but stipulating the minimum contribution level for each age group.

Mr. Ha Huy Son - Vice Chairman of Cam Binh Commune People's Committee informed: "At the beginning of the 2025 - 2026 school year, the commune established a team to appraise and survey the facilities, comparing them with the items that the schools proposed to implement. Along with issuing documents guiding and directing schools to implement social mobilization according to the provisions of Circular No. 16/2018-TT/BGDDT dated August 3, 2018 of the Ministry of Education and Training regulating funding for educational institutions in the national education system (Circular 16) and Official Dispatch No. 5027/UBND-VX dated July 31, 2019 of the Provincial People's Committee on guidelines for mobilizing, receiving, managing and using funding for educational institutions in the province, the commune also strengthened inspection and supervision work. Through inspection, the schools have carried out the steps according to regulations, with clear records. Unfortunately, in the process of dissemination and orientation, there is still a lack of clearly, leading to misunderstandings in public opinion. The commune has worked with schools to determine the cause and has official information for parents.

Cam Binh Commune People's Committee organized a working session with schools on implementing the plan to mobilize funding for socialized education .

A similar incident also occurred at Thach Trung Primary School (Tran Phu Ward), after the school-wide parent meeting on October 18, 2025. The school implemented a fundraising plan with a total budget of more than 466 million VND, many parents disagreed when the final price was 550,000 VND/student. In addition, parents also questioned some service fees such as drinking water, sanitation, test papers, etc.

Ms. Le Thi Phuong - Principal of the school said: “After receiving feedback, the school has accepted and reviewed the fundraising plan. Currently, the school has not collected any fees. The implementation of the fundraising plan will only be carried out with the consent and voluntary participation of parents. Accordingly, based on the procurement plan and mobilized resources, we will implement them in order of priority. Service fees such as test papers, drinking water, sanitation... are implemented according to Resolution No. 107/2023/NQ-HDND dated July 14, 2023 of the Provincial People's Council on regulations on fees and fees for services supporting the school's educational activities for public educational institutions in the province and the instructions of the Department of Education and Training”.

This school year, Nguyen Du Secondary School (Thanh Sen Ward) has developed a plan to mobilize sponsorship and support for investment in teaching and learning facilities for the school with a total budget of 808.75 million VND. The sponsorship items include: 99 sets of student desks and chairs, 9 Samsung 65" 4K Qled Smart TVs, smart sliding boards, 10 shade trees, 15 classrooms decorated, multifunctional home training equipment, flower bed renovation... The school has publicly disclosed relevant documents on the website about the sponsorship plan for the 2025-2026 school year; the official dispatch approving the sponsorship plan of Thanh Sen Ward People's Committee; notice of sponsorship and instructions for implementing sponsorship and parent fund from September 16. However, on October 18, the sponsorship plan was announced at the first parent meeting of the year, but then public opinion was stirred up again, from the list of sponsorship requests for some equipment (TVs) being too high; unnecessary classroom decoration costs; high-cost rosewood trees in the school...



From 2020 to 2025, Nguyen Du Secondary School received 54 billion VND from the state budget for infrastructure development.

Mr. Le Ngoc Anh - Principal of the school said: “From 2020 - 2025, Nguyen Du Secondary School received 54 billion VND from the state budget to build facilities. In the 2025 - 2026 school year, 2 new projects, a 3-storey school building (14 billion VND) and a multi-functional school building (12 billion VND) will be put into use. The list of schools to be built in the fundraising plan is based on the reality of the school and classrooms. The new school building has been arranged with old desks and chairs, but it is not enough because this school year, the school has increased by 158 students; 20 sets of desks and chairs are damaged and cannot be repaired; some equipment for teaching in the classroom, the multi-functional building has not been equipped... The fundraising is for all individuals, organizations, donors and parents. The school organizes a sponsorship reception committee to ensure the process and regulations. The homeroom teacher only disseminates the plan; the reception fees Receive money through a public account number and be counted and reported. The plan is agreed by parents.

According to Mr. Le Ngoc Anh, in addition to the items in the plan, this school year, Nguyen Du Secondary School did not mobilize funds for the parent-teacher association or electronic contact book. The school also received 10 rosewood trees sponsored by a business and planted them on campus. This part is clearly stated in the plan.

Socialization of education is a humane and correct policy, bringing positive results, mobilizing huge resources among the people to contribute to improving the quality of education and training.

Ms. TTH, a parent in Thanh Sen ward, said: "Parents always want their children to study and train in the best environment. I don't think there's anything wrong with mobilizing funding to support educational activities, but it needs to be discussed carefully, with the criteria of putting children first and being implemented transparently and democratically; the idea of ​​dividing equally by class and calculating the average number of students should be abandoned. Schools should also promote resources from businesses and integrate projects to supplement facilities."

Circular 16 of the Ministry of Education and Training stipulates the contents of receiving sponsorship including: equipping equipment and supplies for teaching and learning; equipment for scientific research; renovating, repairing, and constructing construction items serving educational activities at educational institutions; supporting educational activities, training and scientific research in educational institutions.

Educational institutions do not mobilize funding to pay teaching fees; expenses directly related to managers, teachers, lecturers and staff, security and protection activities; fees for looking after students' vehicles; fees for maintaining classroom and school hygiene; rewards for managers, teachers and staff; and costs to support the management of educational institutions.

The content of receiving sponsorship is quite specific, schools can completely rely on actual surveys to build plans to submit to superiors for approval and conduct appropriate sponsorship mobilization. Accordingly, schools need to comply with the process, publicize and transparently plan, report on the situation of mobilizing, receiving, managing and using sponsorship to the competent management agency; have settlement and roadmap for using sponsored facilities. Competent authorities should only approve necessary and appropriate items and supervise implementation to ensure regulations, especially to avoid "leveling".

The policy of mobilizing funding in education needs to be understood correctly, especially by parents, in order to mobilize maximum resources to improve school facilities, serve the learning needs of their own children and contribute to reducing investment pressure from the state budget. Fairness is necessary, but do not let "follow the flow" or "herd effect" cause information interference in public opinion, reduce the trust of society in the education sector, and hurt those who are truly passionate and dedicated to the cause of educating people.
