Procedures for changing the place of social insurance payment when the agency changes headquarters

Mr. Ngoc asked, does his agency have to transfer the social insurance participation for employees to Cau Giay District Social Insurance? If so, what are the procedures and documents?

Regarding this issue, Vietnam Social Security responds as follows:

Pursuant to the provisions of the Law on Social Insurance 2014, instructions in Section a, Section b, Point 1.1, Clause 1, Article 3 of the Procedures for collecting social insurance, health insurance, unemployment insurance (SI), occupational accident and disease insurance (OID) premiums, managing social insurance books and health insurance cards issued with Consolidated Document No. 2525/VBHN-BHXH dated August 15, 2023 of Vietnam Social Insurance, Point 2.3, Clause 2 of Document No. 453/BHXH-QLT dated April 14, 2025 of Vietnam Social Insurance on instructions for assigning collection tasks, developing participants and reducing late payment amounts, district and county Social Insurance agencies shall collect social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance premiums from units headquartered in the district according to the decentralization of provincial and regional Social Insurance agencies.

Therefore, the company where he is working now moves its headquarters from Ha Dong district to Cau Giay district, the company must prepare a report to reduce (stop) participation in social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance and send it to the Ha Dong district social insurance agency; pay enough social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance so that the social insurance agency can confirm the social insurance book for the employee; at the same time prepare a report to increase participation in social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance in Cau Giay district.

Procedures for reporting increases and decreases in participation in social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance are guided in Article 23 of Consolidated Document No. 2525/VBHN-BHXH (Form D02-LT). If there is any change in unit information, an additional Declaration Form for unit participation in adjusting social insurance and health insurance information must be prepared (Form TK3-TS).
