New civil servant recruitment procedure, including 6 steps

The latest civil servant recruitment procedure applied includes 6 steps as announced in Decision 785/QD-BNV in 2024 of the Ministry of Home Affairs .


The Minister of Home Affairs has just issued Decision No. 785/QD-BNV dated November 6 on promulgating administrative procedures prescribed in Decree 116/2024/ND-CP dated July 17, 2024 amending and supplementing Decree No. 138/2020/ND-CP dated November 27, 2020 on recruitment, use and management of civil servants and Decree No. 06/2023/ND-CP dated February 21, 2023 on quality assessment of civil servant input.

Procedures and fees for civil servant recruitment and selection exams

Accordingly, regarding the civil service recruitment procedure: The implementation sequence includes 6 steps and 1 set of documents. The processing time is a maximum of 190 working days from the deadline for receiving the Application Form.

Candidates can submit their application forms in the following ways: directly at the location where the application form is received, online via email, via the electronic portal or by other suitable electronic methods according to the recruitment notice of the competent recruitment agency.

Regarding the civil service exam fee: If there are less than 100 candidates, the fee is 500,000 VND/candidate/exam; if there are 100-500 candidates, the fee is 400,000 VND/candidate/exam; if there are more than 500 candidates, the fee is 300,000 VND/candidate/exam.

Regarding the civil servant recruitment procedure: The implementation sequence includes 5 steps and 1 set of documents. Candidates submit their application forms in the following ways: Submit directly at the location where the application forms are received, submit online via email, via the electronic information portal or by other appropriate electronic methods according to the recruitment announcement of the competent recruiting agency.

Maximum processing time is 85 working days from the deadline for receiving Application Forms.

Regarding fees for civil servant recruitment examination: If there are less than 100 candidates, the fee is 500,000 VND/candidate/examination; if there are 100-500 candidates, the fee is 400,000 VND/candidate/examination; if there are more than 500 candidates, the fee is 300,000 VND/candidate/examination.

For the procedure of admission to civil servants who do not hold leadership or management positions: The implementation process consists of 4 steps and 1 set of documents, the documents are submitted directly to the headquarters of the recruiting agency. For this procedure, the Ministry of Home Affairs does not specify a specific processing time and there is no fee for this procedure.

6-step sequence of civil service exam

Step 1. Applicants submit the Application Form according to the Recruitment Notice of the competent recruiting agency.

Step 2. Check the Application Form

No later than 15 days or no later than 30 days in cases where the number of applicants is 500 or more, from the deadline for receiving Application Forms.

The Recruitment Council completes the examination of the eligibility requirements on the Application Form to check the eligibility and standards of the applicant, and announces on the website or portal the list of candidates who meet the eligibility and standards for the exam. If the applicant meets the eligibility and standards, he/she will be allowed to participate in round 2.

In case the candidate does not meet the conditions and standards, the Recruitment Council must notify and clearly state the reasons.

Step 3. Organize civil service exams

The civil service exam is conducted in 2 rounds: Round 1 is a multiple choice test on computer; Round 2 is a test on specialized professional subjects.

Step 4. Approve and notify civil servant recruitment results

No later than 5 working days from the date of completion of the second round of marking (including re-examination, if any), the Recruitment Council is responsible for summarizing the results and reporting to the head of the competent authority for recruiting civil servants.

The head of the competent authority for recruiting civil servants shall approve the results no later than 5 working days from the date of receipt of the summary report of results.

No later than 2 working days from the date of the decision approving the recruitment results, the Recruitment Council must publicly announce on the website or portal of the competent authority recruiting civil servants and send a notice of recognition of the recruitment results to the successful candidate.

The notice must clearly state the deadline for the successful candidate to come to the competent civil servant recruitment agency to complete the recruitment application.

Step 5. Complete the recruitment profile

No later than 20 days from the date the list of successful candidates is published on the website or electronic portal of the competent authority for recruiting civil servants, the successful candidates must complete the recruitment dossier and submit it to the competent authority for recruiting civil servants.

In case the successful candidate does not complete the recruitment application as prescribed or commits fraud in declaring the Recruitment Registration Form or is discovered to have used an incorrect diploma, certificate or certification to participate in the recruitment, the head of the competent authority for recruiting civil servants shall issue a decision to cancel the recruitment result.

In case the applicant commits fraud in declaring the Application Form or uses a diploma, certificate or certification that is not in accordance with regulations to participate in the recruitment, the competent authority recruiting civil servants shall publicly announce it on the electronic information page or electronic information portal of the agency and shall not accept the Application Form in the next recruitment period.

Step 6. Decide to hire and accept the job

No later than 5 working days from the deadline for completing the recruitment documents, the head of the competent authority for recruiting civil servants shall issue a recruitment decision and notify the successful candidate.

The competent authority recruiting civil servants is responsible for requesting the competent authority as prescribed by law on criminal records to issue a Criminal Record Certificate for the successful candidate.

No later than 30 days from the date of the recruitment decision, the recruited person must come to work, unless the recruitment decision stipulates another time limit or the competent authority for recruiting civil servants agrees to extend the time limit.

In case the recruited person does not come to work within the prescribed time limit or the Criminal Record shows that he/she is in one of the cases that are not allowed to register for civil servant recruitment, the head of the competent civil servant recruitment agency shall cancel the recruitment decision.

When the deadline for the recruited person to come to work according to the above regulations expires, the competent authority for recruiting civil servants shall publicly announce on the electronic information page or electronic information portal of the agency and send notices to candidates whose recruitment results are immediately lower (in order) than the recruitment results of the successful candidate whose recruitment results are cancelled or whose recruitment decision is cancelled according to regulations to complete the dossier and issue a recruitment decision no later than 15 days from the deadline at point b of this step.

In case there are 2 or more people with lower recruitment results, the head of the competent authority for recruiting civil servants will decide the successful candidate according to regulations.
