Prime Minister Pham Minh Chinh signed Directive No. 17 on organizing two-session teaching per day and organizing summer activities for children and students.

The Directive clearly states that, over the past time, the Party and State have had many policies, mechanisms and strategies focusing on developing and improving the qualityof education and training and have achieved many important results.

However, the education and training sector still has limitations, conditions of facilities, teaching staff, and resources are still difficult, especially in remote areas, ethnic minority areas, and mountainous areas; the organization of teaching 2 sessions/day is still inadequate; the management of children and students during the summer has not received due attention, and there are still situations of unsafety, accidents, and drowning.

Therefore, the Prime Minister directed ministries, branches and localities to strengthen cultural, artistic, physical education, life skills, English language proficiency, digital literacy and personal talent development.

Regarding the organization of teaching 2 sessions/day, the Prime Minister assigned the Ministry of Education and Training to preside over and coordinate the issuance of documents guiding the teaching of 2 sessions/day, ensuring clear purposes, clear requirements, clear objects, clear content, clear forms, methods of organization and implementation, clear results, clear competent authorities; organize for students to self-study, study in groups, increase practice, improve the quality of comprehensive education in terms of qualities and capacities;...

The Prime Minister noted the need to strengthen educational activities in culture, arts, physical education, life skills, STEM education, career education; develop English proficiency, digital competency, AI competency, personal aptitude in culture, arts... to meet the needs, interests, and aspirations of students; promote socialization to improve the quality of education.

In addition, the Prime Minister directed ministries, branches and localities to effectively implement programs and projects to improve facilities for educational institutions, especially in remote areas, areas with difficult socio-economic conditions, especially difficult areas, border areas and islands, ensuring fairness in access to education.

The Prime Minister assigned the Ministry of Education and Training and the Ministry of Home Affairs to inspect the recruitment of teachers in localities; continue to supplement the shortage of teachers; research and find solutions to overcome the shortage of teachers, ensuring teaching 2 sessions/day.

On the local side, the Prime Minister requested to prioritize local budget allocation, effectively integrate programs, projects and plans to increase investment in facilities, teaching equipment and funding for implementing 2-session teaching/day.

In particular, localities are encouraged to have mechanisms to mobilize groups of highly specialized human resources, artisans, artists, and professional athletes to participate in organizing educational activities in schools, especially in culture, arts, sports, and life skills;...

Regarding the organization of summer activities for preschool and high school students, the Prime Minister requested the Ministry of Education and Training to provide specific instructions to localities to focus on directing and regularly inspecting, ensuring the organization of safe and beneficial summer activities; promptly correcting cases that do not comply with regulations, and strictly handling violations.

The Prime Minister assigned Deputy Prime Minister Le Thanh Long to directly direct the Ministry of Education and Training and ministries, branches and localities to implement the contents of the directive.
