Pursuant to Resolution No. 20-NQ/TW dated November 1, 2012 of the Party Central Committee (11th tenure) on science and technology development to serve the cause of industrialization and modernization in the context of a socialist-oriented market economy and international integration, the Prime Minister issued Decision No. 2075/QD-TTg dated November 8, 2013 and Decision No. 1158/QD-TTg dated July 13, 2021 approving the Program for developing the science and technology market to 2020 and 2030.
Up to now, the science and technology market has gradually formed, developed and achieved some remarkable results: Institutions and policies for developing the science and technology market have been gradually improved; the supply of science and technology goods has increased, research results have gradually become goods accepted by businesses; the demand, capacity to receive, absorb and master technology of businesses have been increasingly improved; intermediary organizations have been gradually formed and developed, the promotion and advertising of science and technology products continue to be promoted.
However, in general, the science and technology market in our country still has some barriers, obstacles, and "bottlenecks" that need to be promptly removed and overcome, specifically: The system of policies and laws on technology transfer and technology trading floors is still not synchronous, lacking mechanisms and policies to encourage and motivate commercialization, promote technology supply and demand; coordination between ministries and branches is not good; and still depends mainly on technology supply from abroad.
In addition, many research results have not met market demand; commercialization of research results is still sluggish; enterprises have difficulty accessing quality technology sources; enterprises' capacity to absorb and master technology is still weak; intermediary organizations have not received proper investment attention; the capacity to provide consulting, brokerage, promotion and technology transfer services is still weak; there is a lack of intermediary organizations that play a focal role at regional and national levels and connect with international markets.
In order to overcome the above-mentioned shortcomings and inadequacies to continue promoting the development of a synchronous, effective, modern and integrated science and technology market in the coming time, the Prime Minister requested the Ministry of Science and Technology to preside over and coordinate with relevant ministries and agencies to study the experiences of countries around the world, conduct a comprehensive review and propose appropriate solutions, plans to adjust, supplement, remove barriers, and perfect the system of legal policies on the science and technology market, and report to competent authorities for consideration and decision.
In particular, review, propose and promulgate legal regulations on capital contribution and divestment when organizations and individuals contribute capital using research results, intellectual property, and assets formed from scientific and technological tasks, to be completed in 2024.
Take the lead in developing and implementing specific policies to attract overseas Vietnamese experts and foreign experts to participate in science and technology market development activities in Vietnam; to be completed in the 2024 - 2025 period.
Preside over the development of annual reports on the science and technology market. Develop and promulgate indicators and criteria for evaluating the activities of the science and technology market and guide ministries, agencies and localities in their application.
Preside over the research, development and submission to competent authorities for promulgation of legal documents on technology exchanges to ensure that the science and technology market operates openly, transparently, healthily and sustainably.
Coordinate and support localities to establish and develop 03 key technology exchanges in Hanoi, Da Nang, Ho Chi Minh City and a number of local science and technology exchanges. Support the establishment of a network of domestic intermediary organizations and connect with the network of regional and international intermediary organizations.
Build and put into use in 2024 a national information portal and database on the science and technology market to provide information on technology and machinery and equipment to serve the needs of enterprises in applying and innovating technology.
Research and propose pilot policies to motivate commercialization, quickly bring research results and intellectual property created from the state budget into production and business, and report to competent authorities in 2024.
Research and propose solutions to promote enterprises to establish and effectively use science and technology development funds in reinvestment activities for scientific research and technology development of enterprises.
The Ministry of Finance shall preside over and coordinate with the Ministry of Science and Technology to review and propose adjustments, amendments and supplements to legal regulations on management and use of public assets to clarify regulations on management of assets formed from scientific and technological tasks using state capital, in accordance with international practices and the specific characteristics of scientific research and technological development results; to be completed in 2023.
The State Bank of Vietnam shall preside over and coordinate with relevant ministries and agencies to continue effectively implementing policies related to credit access for enterprises in the fields of high technology, green technology, energy saving to serve key export industries and advanced technology with the potential to create high added value.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Science and Technology and the Ministry of Education and Training to review and propose appropriate solutions to facilitate civil servants to participate in, manage and operate start-up businesses in public service units, research institutes and universities (spin-off); to be completed in 2024.
The Ministries of Industry and Trade, Agriculture and Rural Development, Transport, Construction, Information and Communications, and Natural Resources and Environment, according to their assigned functions and authorities, shall preside over and coordinate with the Ministry of Science and Technology to continue to promote the implementation of the tasks assigned in Decision No. 1158/QD-TTg dated July 13, 2021 of the Prime Minister or integrate the science and technology market development plan into the science and technology development plan in the field of management.
Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology, Hanoi National University, Ho Chi Minh City National University, Vietnam Union of Science and Technology Associations, within the scope of their assigned functions and tasks, shall proactively research and propose new solutions and policies to promote the development of the science and technology market.
Promote scientific research and technological development activities according to the needs/orders of enterprises to increase supply and stimulate demand for scientific and technological goods; promote commercialization, bring research results and intellectual property into production and business. Proactively organize and participate in events promoting the science and technology market, technology trading floors, and technology supply-demand connection points; participate and become members of regional and international science and technology market promotion consulting associations.
Ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities direct their affiliated institutes and schools to promote scientific research activities, technological improvement and innovation according to the needs/orders of enterprises and promote commercialization, bringing research results and intellectual property into production and business.
People's Committees of provinces and centrally run cities shall preside over the development, approval and allocation of funding for the implementation of programs and projects to develop the science and technology market in their localities.
Organize, manage and effectively implement programs and projects to develop the local science and technology market; prioritize market promotion activities, support technology transfer, commercialize research results, serve the development of key products, local industrial products, and OCOP products.
Research to accelerate the formation and operation of technology exchanges. Hanoi and Ho Chi Minh City urgently put technology exchanges into operation in the fourth quarter of 2024, Da Nang City focuses on doing well the preparation work to put technology exchanges into operation in the fourth quarter of 2025 to ensure effective connection with technology exchanges, consulting centers, brokerage and technology transfer promotion in Vietnam, the region and internationally.
Vietnam Television, Voice of Vietnam, Vietnam News Agency and central and local news agencies and press agencies proactively coordinate with the Ministry of Science and Technology to promote communication on the science and technology market, technology exchange activities and events to promote and connect technology transfer.
Vietnam Federation of Commerce and Industry, Vietnam Association of Small and Medium Enterprises and professional associations promote propaganda activities, mobilize enterprises to apply technological innovation, improve product quality standards. Timely implement activities to honor, reward and encourage outstanding individuals and enterprises in science and technology market development activities.
