Regional Customs Branch V: Accompanying businesses, improving production and business efficiency

BAC NINH - After more than 2 years of implementing the Program to encourage enterprises to voluntarily comply with the law, the Customs Branch of Region V has accompanied and supported thousands of enterprises in Bac Ninh and Thai Nguyen to improve their compliance level, reduce violations and significantly save time and customs clearance costs, contributing to improving production and business efficiency as well as positively contributing to the overall development of localities.

Various forms of support

Directly managing the import-export activities of more than 7,000 enterprises in the two provinces of Bac Ninh and Thai Nguyen, the Customs Branch of Region V (under the Customs Department, Ministry of Finance ) identified propaganda and companionship as the key to improving the quality of operations. From July 2022 to now, the Branch has implemented the Program to encourage and support enterprises to voluntarily comply with customs laws, initially recording many clear results. Notably, the rate of green lane declarations has increased, yellow and red lanes have decreased; enterprises have enhanced their reputation and brand, creating a premise to enjoy incentives in business.

The unit regularly organizes conferences, seminars, meetings, and works directly with businesses; confirms Program membership status on the VNACCS/VCIS system and sends the list to affiliated units for timely support. Directs professional teams to proactively arrange separate areas with signs, assigns experienced civil servants to check documents and goods; establishes a business support team to remove obstacles, review tax debts, fees, fines and warn of risks affecting compliance levels. If problems arise beyond the unit's authority, the unit promptly reports to superiors for handling.

With practical benefits, up to now, 23 enterprises have signed a memorandum of understanding to participate in the Program, of which 15 enterprises have participated in the pilot phase and 8 are new enterprises. One of the points highly appreciated by enterprises is the early warning mechanism. Every month, the Branch proactively sends notifications on the status of tax debts, fees, late payment fees, etc. to help enterprises make timely adjustments. At the same time, typical violations in the area are also widely disseminated so that other units can learn from experience and avoid similar violations. The cooperation of the Customs force has helped enterprises save costs, shorten customs clearance time, and reduce violations.

The implementation process has been highly appreciated by many businesses in the management area. A representative of Precision Technology Component Fullian Co., Ltd. said that since joining the Program, businesses have been guided, warned promptly, and given priority in handling procedures, thereby saving logistics costs and minimizing risks. The business also committed to strictly complying with legal regulations and the signed action plan.

Not only foreign-invested enterprises (FDI), many domestic enterprises also recognized and appreciated the support from customs. Previously, enterprises often spent a lot of time explaining when declarations fell into the yellow or red lanes. Since participating in the Program, the number of green lane declarations has increased, goods cleared faster, helping enterprises keep on schedule to deliver goods to partners.

Towards modern customs

Recently, the number of red-channel declarations of enterprises has decreased, customs clearance time has been shortened, the competitiveness of goods and the reputation of enterprises have increased. This is a practical benefit, and at the same time a motivation for enterprises to continue to maintain and improve the level of compliance.

To date, the Customs Branch of Region V has 7,031 enterprises carrying out customs procedures. Of which, there are 16 priority enterprises (level 1); high compliance enterprises (level 2) have 1,923 enterprises. Regarding the green channel of export and import declarations, the green channel increased by 6.16%, the yellow channel decreased by 5.61%, the red channel decreased by 0.69%. From the beginning of the year to August 14, 2025, the total export and import turnover through the Customs Branch of Region V reached 135 billion USD, equal to 124% compared to the same period in 2024, making it one of the Customs units with the highest export and import turnover in the country.

According to Mr. Pham Chi Thanh, Head of the Customs Branch of Region V, the program to encourage enterprises to voluntarily comply with customs laws is an important stepping stone to standardize procedures, facilitate trade and move towards building digital customs and smart customs.

The Customs Department is currently actively researching and building a more modern risk management database, through which it can accurately classify the compliance level of each enterprise. When enterprises maintain a high level of compliance, they will enjoy more priorities, such as exemption from document inspection, reduction of physical inspection of goods, and shortening of customs clearance procedures.

Currently, the Customs sector, including the Customs Sub-Department of Region V, is implementing the Project on reform, development and modernization until 2025, with a vision to 2030, to build a regular, professional and modern Customs force to meet management requirements in the new period. This is also a strong commitment of the Customs agency in accompanying the business community, promoting a transparent, favorable and internationally integrated business environment.
