On the afternoon of January 12, Prime Minister Pham Minh Chinh chaired the second national online meeting of the Steering Committee for the elimination of temporary and dilapidated houses nationwide.

Speaking at the meeting, Prime Minister Pham Minh Chinh said that at the first meeting held two months ago, the Steering Committee agreed on goals, viewpoints, orientations, methods, approaches and assigned specific tasks to members of the Steering Committee and ministries, agencies and localities.
Immediately after the first meeting, the Prime Minister directed the issuance of Conclusion Notice No. 523 dated November 16, 2024, and at the same time issued Official Dispatch No. 117 dated November 18, 2024, requesting Ministers, Heads of agencies, and Chairmen of People's Committees of localities to focus on drastically implementing solutions to promote the elimination of temporary and dilapidated houses nationwide.

The Prime Minister emphasized that 2025 is of special significance, a year of acceleration and breakthrough to reach the finish line, successfully implementing the 5-year Socio-Economic Development Plan 2021-2025; at the same time, it is a year of many important events of the country, the successful implementation of the Program to eliminate temporary and dilapidated houses nationwide in 2025 brings many important meanings to realize the Party's policies and guidelines; demonstrates the good nature of our regime: bringing a prosperous and happy life to the people; not sacrificing progress, fairness, and the environment to pursue simple economic growth, "leaving no one behind"; demonstrating the good tradition of our nation: "the whole leaf covers the torn leaf, the less torn leaf covers the more torn leaf", "national love, compatriotism".
At the same time, it demonstrates the high determination, great efforts, drastic and creative actions of ministries, branches and localities in mobilizing resources and organizing the implementation of the Program; The drastic participation of the entire political system, especially Party committees, authorities at all levels, localities, the Vietnam Fatherland Front, socio-political organizations; Has profound humanitarian and practical significance, competing to achieve achievements to celebrate the country's important events in 2025.

The Prime Minister said that since the first meeting, we have completed and handed over more than 44,000 houses and are building 34,200 houses. From now until the end of the year, there are about 240,000 houses to be completed, while the implementation time is very urgent, only about 350 days left. Therefore, we must focus on implementing the peak period of 350 days and nights to successfully implement the Program in 2025.
The Prime Minister suggested that the Ministry of Labor, War Invalids and Social Affairs and Vietnam Television have a weekly countdown program to inform the entire population every Sunday morning about the results of the program implementation, on that basis, commend provinces that have done well and remind provinces that have not done well.
Prime Minister Pham Minh Chinh requested ministries, branches and localities to implement the Program in 2025 in the spirit of 5 clear: "clear people, clear work, clear responsibility, clear time, clear results". From now until the end of the year, there are about 240,000 temporary and dilapidated houses that must be demolished while time is running out, the Prime Minister requested to focus on implementing 350 days and nights to successfully carry out this task.
Specifying key tasks and solutions in the coming time, the Prime Minister requested the Minister of Construction to guide the criteria for temporary and dilapidated houses so that localities have a basis for implementation and must report to the Ministry before January 20, 2025 on the data of people with housing difficulties at that time; special cases arising later will continue to be counted according to the criteria and instructions.
The Ministry of Labor, War Invalids and Social Affairs closely monitors, regularly urges and requests localities to review and complete plans by day, week, month, quarter and from now until the end of the year to complete the goal of eliminating temporary and dilapidated houses in the area; daily updates on the situation and results of program implementation nationwide; note the requirement for automatic daily updates from the commune level, counting down the remaining days and the number of temporary and dilapidated houses remaining to be completed. Update and clearly identify difficulties and obstacles of localities (especially regarding capital, procedures, land, human resources, material transportation, etc.) to proactively resolve within their authority or advise and propose to competent authorities and the Central Steering Committee on issues beyond their authority to ensure progress, goals and requirements set forth.
For provinces and centrally-run cities, the Prime Minister requested the Head of the Provincial Steering Committee to focus on directing departments, branches, sectors, Party committees and local authorities to resolutely implement the tasks and solutions set out in the Program, especially in mobilizing resources and resolving difficulties and obstacles. Localities that have not yet issued a plan to implement the Program are required to seriously review, learn from experience, criticize, discipline and issue it immediately before January 15, 2025.
Affirming that the task of completing the elimination of temporary and dilapidated houses in 2025 is a heavy but glorious task, a noble responsibility of cadres and party members, a sentiment of mutual love and affection coming from the heart, so no matter how heavy it is, it must be done, no matter how difficult or challenging it is, it must be overcome, no matter how complicated it is, it must be handled, no matter how entangled it is, it must be resolved, working with all one's heart, mind and soul with those in difficulty, the Prime Minister requested that the comrades, Ministers, Heads of sectors, Secretaries, Chairmen of People's Committees of provinces and centrally-run cities, Party committees and authorities at all levels promote a sense of responsibility before the Party, State and People, especially pay attention to focusing on leadership and direction to successfully implement the set goal of eliminating all temporary and dilapidated houses nationwide in 2025.
*According to Vice Chairman of Dak Lak Provincial People's Committee Nguyen Thien Van: By the end of 2024, Dak Lak has achieved many positive results. The number of poor households decreased to 34,434 households, accounting for 6.38% of the total number of households, down 2.77% compared to 2023 and significantly reduced compared to 2000. In addition, the number of near-poor households also decreased to 27,651 households, equivalent to 5.12%. These results show the province's continuous efforts in implementing support programs to eliminate hunger and reduce poverty.

Regarding the implementation of housing support policies for disadvantaged people, from 2021 to the end of December 2024, Dak Lak has focused on building and repairing 5,649 houses for beneficiaries, including meritorious people, poor households and families with difficult housing circumstances. The total implementation cost reached more than 284 billion VND.
Of which, the province has built 4,012 new houses and repaired 1,637 houses. By May 2024, the locality has completed the construction of 1,552 houses, contributing significantly to improving the lives of disadvantaged people.
During this period, Dak Lak province closely coordinated with organizations and individuals to build 1,200 more houses for poor households in difficult circumstances, contributing to the implementation of housing support policies for ethnic minorities in the area.
In addition, the province also mobilized social resources to repair and improve 352 houses with a total cost of over 23 billion VND.
Implementing the Central's directives, Dak Lak province has developed a plan and organized the emulation movement "Join hands to eliminate temporary and dilapidated houses" in the province.
To date, the province has mobilized a total of VND370 billion to implement the program. Of which, the Vietnam Bank for Agriculture and Rural Development has supported VND100 billion, Asia Commercial Joint Stock Bank (ACB) contributed VND80 billion, Techcombank VND100 billion...
Through review and statistics, currently in Dak Lak province there are a total of 10,468 households in need of building new or repairing houses. Of these, 1,907 households are not eligible for support under current state policies.
In particular, 5,561 poor and near-poor households have not yet received support, due to some limitations in meeting conditions or implementing policies.
In Dak Lak, there are still difficulties and limitations that need to be overcome in the coming time. Firstly, in the process of implementing housing support, there are still two contents that are behind schedule. Specifically, the issuance of decisions to support approval of poor and near-poor households with housing difficulties. Secondly, the plan to eliminate temporary and dilapidated houses in Dak Lak province by 2025.
The reason is that the province has directed relevant agencies to conduct a comprehensive re-examination of poor and near-poor households to accurately assess the number of beneficiaries in need of support. Through the re-examination, 1,198 households that do not meet the prescribed conditions have been reduced. Based on that, the province has approved the implementation plan and will complete the above two tasks no later than January 15.
Another problem is that some households that are eligible for support have difficulty because their residential land or land use has not been granted a certificate, leading to problems in the implementation process.
Although there are still many difficulties to be solved, the province committed to the Central Steering Committee and the Prime Minister to set a goal of completing the task of eliminating temporary and dilapidated houses by 2025.
