Prime Minister requests to reduce investment and business conditions and simplify administrative procedures

Prime Minister Pham Minh Chinh signed Official Dispatch No. 56/CD-TTg dated May 4, 2025 requesting ministries, branches and localities to focus on reducing and simplifying administrative procedures according to Resolution No. 66/NQ-CP dated March 26, 2025 of the Government.

The dispatch stated: Implementing Resolution No. 66/NQ-CP of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026, up to now, 100% of ministries, branches and localities have issued Implementation Plans and 8 ministries, branches and 52 localities have completed the synthesis and statistics of the list of administrative procedures related to production and business activities and the publication and publicization of internal administrative procedures. However, 8 ministries, ministerial-level agencies and 11 localities have not completed the synthesis, statistics, publication and publicization of administrative procedures before April 30, 2025 as required by the Government.

In order to promptly, effectively and on schedule implement Resolution No. 66/NQ-CP of the Government, substantially reduce administrative procedures, investment and business conditions, processing time, and costs of compliance with administrative procedures, the Prime Minister requested the Ministers of 8 Ministries and ministerial-level agencies: Public Security, Home Affairs, Justice, Finance, Education and Training, Health, Ethnic Minorities and Religions, the Government Inspectorate and Chairmen of the People's Committees of 11 provinces and cities: Hanoi, Nghe An, Kien Giang, Hau Giang, Ha Tinh, Cao Bang, Quang Ninh, Quang Tri, Ninh Thuan, Phu Tho, Quang Nam to learn from the slow implementation of synthesizing and compiling the list of administrative procedures related to production and business activities and to fully announce and publicize internal administrative procedures in accordance with the Government's requirements; Urgently complete no later than May 8, 2025, send the Government Office a report on implementation results for synthesis and reporting to the Prime Minister.

100% of internal administrative procedures are reduced and simplified

The Prime Minister requested Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on organizing the review, reduction and simplification of administrative procedures related to production and business activities and internal administrative procedures, ensuring the abolition of at least 30% of investment and business conditions, reducing at least 30% of the processing time of administrative procedures, 30% of the cost of complying with administrative procedures, completing the implementation of 100% of the plan on decentralization of authority to resolve administrative procedures approved in Decision No. 1015/QD-TTg of the Prime Minister, 100% of internal administrative procedures are reduced and simplified in accordance with new provisions of law on decentralization, delegation, authorization and streamlining of the apparatus, implementing the 2-level local government organization model. Completed on schedule as assigned in Resolution No. 66/NQ-CP of the Government.

Ministries, branches and localities review, restructure processes, integrate and provide 100% of online public services of ministries, branches and localities on the National Public Service Portal in June 2025, ensuring online, smooth, seamless and effective implementation, minimizing paperwork; organize and implement administrative procedures regardless of administrative boundaries within the provincial level, ensuring completion in 2025.

The Prime Minister assigned the Government Office to monitor and urge the implementation of the above tasks; promptly synthesize and report to the Prime Minister on issues beyond its authority.
