
The road project connecting National Highway 14H to Provincial Road 609C started construction on September 5, 2022 with a total investment of more than 378 billion VND, from the provincial budget.
The total length of the project is 6km (with 0.9km using the existing road connecting from National Highway 14H passing in front of Duy Phu commune headquarters, Duy Xuyen); the starting point intersects with National Highway 14H in Duy Phu commune and the end point intersects with DH5.DL route in Dai Thang commune (Dai Loc). Song Thu Bridge over Thu Bon river is 669m long, with a prestressed reinforced concrete girder span structure.

Before the technical opening day, the remaining 160m of the road leading to Song Thu bridge at pier M2 in Dai Thang commune was cleared by Dai Loc district. Thus, Dai Loc has reached the site clearance (GPMB) goal over a total length of 1km.
Last weekend, it was noted that the house of a household (cleared for clearance) under construction at Dai Thang resettlement area was almost completed.

In Duy Xuyen area, the Project Management Board for Investment and Construction of Traffic Works of Quang Nam province (investor) said that since the technical opening date until now, the compensation, site clearance and resettlement situation has not changed on the remaining 400m length.
The existing problems and difficulties that have been directed by the Provincial People's Committee in Conclusion Notices No. 243 dated July 26, 2024, No. 63 dated February 20, 2025 and the direction of the Provincial People's Committee in Document No. 2252 dated March 24, 2025 have not been resolved promptly, greatly affecting the project's progress.

Noting the intersection of the old road through Duy Phu commune's administrative center with the new road, Mr. Nguyen Phuoc Long's house is still there, although the owner has shown goodwill to the leaders of the Provincial People's Committee, the leaders of the District People's Committee and has been propagandized and mobilized many times.
Engineer Pham Van Tho - Site Commander of Thanh An 96 Construction Joint Stock Company (a member of the contractor consortium) shared that with the consent of the household, the responsible unit brought money for the family to advance compensation and site clearance costs, but the homeowner changed his mind and refused to accept it.

The contractor has completed the first layer of asphalt concrete road, a 0.8km long section through Duy Phu commune, constructed a long section of crushed stone aggregate foundation, completed the backfilling of subsidence-waiting soil, backfilling of the load, and backfilling of the foundation structure through the rice fields in Duy Tan commune. However, the two backfilling sections are interrupted because there is land of Tran Thuan household (Duy Tan commune) without a land acquisition plan, due to the lack of approval of specific land prices.

To ensure technical traffic, the households of Thai Van Tai with his son as representative; Thai Van Chin with his son as representative (Duy Tan commune) have agreed to construct half of the road leading to pier M1 on agricultural land. Currently, the land has not been handed over by the family to build the remaining half of the road, because resettlement land has not been arranged.

On May 15, Deputy Director of the Project Management Board for Investment and Construction of Traffic Works in Quang Nam Province - Mr. Nguyen Phuoc Son sent a document to the Provincial People's Committee reporting and recommending direction to speed up the progress of compensation for site clearance and resettlement of the project on the route through Duy Xuyen district.
Mr. Nguyen Phuoc Son said that the remaining 0.4km of Duy Xuyen section has not been cleared yet, concentrated in 3 sections affected by the white clearance households.
Including 4 households with white clearance: Nguyen Phuoc Long household (Duy Phu commune) in the form of mixed residence; Ho Van Minh household (Duy Tan commune) in the form of mixed residence; Thai Van Tai household with a son as representative, Thai Van Chin household with a son as representative need to be arranged land in the resettlement area.
Some households scattered along the route are affected by residential land, adjacent gardens and ponds, and perennial trees, including: Huynh Viet Thai, Huynh Tuan, Tran Dao, Vo Kim Tu, Cao Dinh Tien, Tran Thi Thiet, Tran Thi Mach and Nguyen Thi Phuong (all in Duy Tan commune).

The investor said that the implementation value of the entire project to date has reached 75.3% of the contract value. It is expected that the construction of the section through Dai Loc will be completed by June 30, 2025; striving to complete the construction of the entire project through Duy Xuyen in September 2025.
To achieve the set plan, the investor recommends that the Provincial People's Committee and Duy Xuyen District People's Committee pay attention to directing relevant units to speed up the progress of compensation, site clearance and resettlement.
The Provincial People's Committee has issued the 2025 land price list in the appendix of Decision No. 23 dated March 31, 2025 and it has been effective since April 10, 2025. Therefore, Duy Xuyen is requested to urgently approve specific land prices in the area to apply public prices and soon approve compensation plans for the remaining cases.
The locality continues to pay attention to quickly implementing procedures for the construction of the resettlement area in Duy Tan commune. Up to now, the District People's Committee has just approved the detailed planning at a scale of 1/500 in Decision No. 2180 dated April 14, 2025 and is implementing the detailed design of the Technical Economic Report.
