
The conference connected online from the Government headquarters to 18 provinces and cities where railway projects pass through. Also attending the conference were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; ministers, leaders of ministries, branches, members of the Steering Committee; and Chairmen of People's Committees of provinces and cities.
Completed many important tasks
Railway development is one of the contents identified in the Resolution of the 13th National Party Congress. The Politburo issued Conclusion 49-KL/TW on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045.
The Government has submitted to the National Assembly resolutions on investment policies for the North-South high-speed railway project; piloting special mechanisms for urban railways in Hanoi and Ho Chi Minh City. The Government has issued resolutions to implement resolutions of the Central Committee, the Politburo, and the National Assembly.
Currently, the whole country is implementing key, important national projects in the railway sector, including: Lao Cai - Hanoi - Hai Phong railway project; Hanoi - Lang Son and Hai Phong - Mong Cai railway projects; North - South high-speed railway construction investment project; urban railway projects in Hanoi and Ho Chi Minh City.
At the meeting, the Steering Committee focused on reviewing and examining the implementation of tasks, especially the tasks set out by the Steering Committee at the 3rd meeting; the results achieved, difficulties, limitations, and problems that need to be resolved, especially institutional problems to be promptly submitted to the National Assembly for consideration and supplementation; solutions to promote the implementation of the Lao Cai - Hanoi - Hai Phong standard railway project to start construction as planned on December 19.
The Steering Committee reviewed and examined the site clearance work for the North-South high-speed railway in localities, and proposed tasks and solutions for implementing works and projects in the railway sector in the remaining months of 2025 and the coming time.
According to the report of the Ministry of Construction and the opinions of delegates at the meeting, since the 3rd meeting of the Steering Committee on July 9, the Prime Minister and Deputy Prime Ministers have chaired many meetings; issued nearly 20 documents directing issues related to key works and important national projects in the railway sector.
Ministries, sectors and localities were assigned 39 tasks, focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects. To date, the agencies have completed 16 tasks to meet requirements, including a number of important tasks.

The Ministry of Construction has submitted and advised the Government to issue a Resolution implementing Resolution No. 188/2025/QH15 of the National Assembly on a special mechanism for developing the urban railway network system; approved the Project on training and developing human resources for Vietnam's railways; completed the development of common standards and regulations for high-speed railway projects on the North-South axis; and successfully implemented the First Session of the Vietnam-China Joint Cooperation Committee on Railways.
The Ministry of Science and Technology has submitted to the Government a Decree guiding the implementation of railway science and technology development and completed the appraisal of railway standards (currently reviewing to publish 37 Vietnamese Standards).
The Ministry of Industry and Trade has submitted the Railway Industry Development Project. The Ministry of Finance has guided localities on the division of compensation, support and resettlement contents of the North-South high-speed railway project; and guided the procedures for capital advance for site clearance of projects.
Vietnam Electricity (EVN) has developed a plan and organized the relocation of 110 kV power lines and above. Localities have started construction and started resettlement areas for projects on August 19, 2025. In particular, the People's Committee of Ninh Binh province has periodically reported monthly on the implementation of site clearance for the high-speed railway project on the North-South axis, the section passing through Ninh Binh province (34 resettlement sites have been and are being deployed; planning and exploiting land funds in the area around the station according to the TOD model with a total area of more than 5,000 hectares at 3 stations).
For the Lao Cai - Hanoi - Hai Phong route, the consultant has basically completed the survey, determined the route direction, scale and design plan for the access roads to the stations and station squares to work and reach an agreement with the localities for 25/28 stations.
The Ministry of Agriculture and Environment has submitted to the Government a Decree detailing the implementation of a number of articles of the Forestry Law, including guidance on temporary use of forests and forest return for construction works.
In addition, agencies are actively and focused on implementing 10 tasks that are regular direction and management work; 8 tasks have not met the schedule but in reality need time because they are related to foreign partners or need time to implement; 5 tasks have not yet reached the deadline.

Commendation for Ninh Binh province on site clearance work
In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged the efforts of ministries, branches and localities in carrying out assigned tasks. The Government and ministries have been very active in arranging capital from many sources for the Lao Cai - Hanoi - Hai Phong project and the North - South high-speed railway. The Prime Minister also commended and suggested that localities refer to Ninh Binh province's approach in site clearance.
In addition, there are still some important tasks that have not been completed related to the progress of negotiations and signing of loan agreements for the Lao Cai - Hanoi - Hai Phong railway project and the proposal to issue government bonds to mobilize capital for this project, as well as the project technology transfer plan; establishing a restructuring plan for Vietnam Railways Corporation; reviewing and guiding investors on power supply, power systems and electricity demand to ensure supply for railway projects.
Regarding the requirements, common tasks and duties in the coming time, the Prime Minister stated that the workload and duties of the Steering Committee are extremely heavy, complicated, and urgent, especially for the Ministry of Construction and localities. The implementation of projects must ensure quality, technique, progress, efficiency, and feasibility. The Prime Minister emphasized that the approach is to transfer technology, gradually develop and be self-sufficient in railway and subway technology, and develop the railway ecosystem.
Therefore, the Prime Minister requested agencies to continue to mobilize maximum resources, especially qualified, capable and highly responsible officials and civil servants to assign specialized tasks to implement railway projects, works and tasks and to review and have appropriate mechanisms, policies and incentives.
For members of the Steering Committee, all must uphold the highest sense of responsibility, promote self-reliance, self-strengthening, dare to think, dare to do, be proactive, positive, flexible, creative, not expect or rely on others, do not let work get stuck, work with focus, key points, innovate methods, ways of thinking, ways of doing to complete assigned tasks.
During the implementation process, especially when encountering difficulties and problems, it is necessary to uphold the spirit of "clear thinking, high determination, great efforts, decisive and effective actions, completing each task and completing each task" and immediately report to the competent authority for handling and resolution.
Ministries, branches, localities, investors, contractors, relevant agencies and units focus on removing legal issues; focus on removing institutional barriers, cutting down cumbersome administrative procedures; ensure "6 clear" assignments: clear people, clear work, clear time, clear responsibilities, clear products, clear authority, to create "3 easy" things: easy to check, easy to urge, easy to evaluate.
Project implementation is based on the spirit of "3 yes" and "2 no", in which "3 yes" are: Yes for the benefit of the State, yes for the benefit of the people, yes for the benefit of businesses and "2 no" include: No corruption, negativity, no loss or waste of people's assets, efforts and money.
Continue to promote the spirit of solidarity, strengthen coordination between agencies in the political system, between the Central and local levels, between investors, contractors, and consultants; seek the support and participation of the people, especially in compensation, support, and resettlement of projects and military and police units to support and mobilize people, ensure security and safety... in the area.
The People's Committees of provinces and cities where the projects pass through (Lao Cai - Hanoi - Hai Phong railway and North - South high-speed railway) focus on directing and accelerating the progress of site clearance, relocation of technical infrastructure, construction of resettlement areas according to the plan set out for each project, ensuring that the new residence of the people must be better than or equal to the old residence. The provincial and municipal Party Secretaries - Heads of the local Site Clearance Steering Committees directly direct and take responsibility; the Ministry of Finance continues to guide and create favorable conditions for localities in providing capital and allocating capital for site clearance work.




Construction of component 1 of Lao Cai - Hanoi - Hai Phong railway started on December 19
Assigning specific tasks to ministries, sectors and localities, the Prime Minister emphasized two very important tasks. Accordingly, the Ministry of Science and Technology and the Ministry of Construction must urgently complete the issuance of relevant standards, regulations and procedures for selecting investment methods and investors for projects.
Regarding capital for site clearance and component project 1 of the two North-South high-speed railway projects and the Lao Cai-Hanoi-Hai Phong route, the Prime Minister directed the Ministry of Finance and the Ministry of Construction to urgently allocate capital to localities for disbursement, while localities shall provide capital in a proactive, positive and flexible manner. Localities shall promptly review and accurately report capital needs to the Ministry of Construction and the Ministry of Finance for timely arrangement and coordination, ensuring no delays due to lack of capital.
The Ministry of Construction will coordinate with the Ministry of Justice to continue reviewing, synthesizing, developing, and perfecting mechanisms and policies to submit to the National Assembly, handling all legal problems, thereby mobilizing State and non-State, Central and local resources... for projects.
With the Lao Cai - Hanoi - Hai Phong railway project, The Prime Minister directed the Ministry of Construction to preside over and coordinate with the People's Committees of Hai Phong, Hanoi, and Bac Ninh provinces and cities to urgently work and agree on the route plan and location of the remaining stations (Nam Hai Phong station, Yen Thuong station, Kim Son station) in October 2025. These are large-scale stations with complicated intersections with railway and road lines, and complicated impacts of river flows.

The Ministry of Construction urgently prepares all necessary conditions to ensure the commencement of component project 1 (investment in infrastructure connecting stations on the line and station square - using domestic capital) on December 19, 2025. The Prime Minister noted that it is necessary to review and ensure full procedures in accordance with legal regulations and the National Assembly's Resolution on the project.
The Ministry of Natural Resources and Environment supports and accelerates the appraisal and approval of the Environmental Impact Assessment Report and dossier on conversion of forest use purposes for component project 1 before October 25, 2025.
The Ministry of Finance urgently established a negotiating team and conducted negotiations on the framework agreement and loan contract for the project; at the same time, promptly implemented the Prime Minister's direction on the proposal to issue government bonds for the project with a very proactive spirit, ready with capital sources to implement the project.
The Ministry of Foreign Affairs continues to urge the Chinese side to speed up the progress of preparing the Feasibility Study Report for component project 2 (investment in railway construction) and other cooperation contents.

Regarding the high-speed railway project on the North-South axis, the Prime Minister directed the Ministry of Construction to coordinate with the Ministry of Science and Technology to urgently complete procedures and announce 37 Vietnamese Standards (TCVN) on high-speed railways (based on the standards of the International Organization for Standardization ISO) in October 2025 to serve as a basis for implementing the next steps.
The Ministry of Construction shall preside over and coordinate with relevant ministries and branches to urgently complete the report on investment forms, criteria for selecting investors and specific mechanisms and policies for the project, and report to competent authorities for consideration and decision according to the direction of the Prime Minister in Official Dispatch No. 10049/VPCP-CN dated October 16, 2025 and Deputy Prime Minister Tran Hong Ha in Notice No. 567/TB-VPCP dated October 22, 2025.
The Ministry of Construction directed the Railway Project Management Board to select a consultant to support project preparation and strive to complete the task and estimate the Feasibility Study Report in the first quarter of 2026.
Localities and EVN are stepping up site clearance and relocation of technical infrastructure according to approved plans.
Regarding urban railway projects in Hanoi and Ho Chi Minh City, the Prime Minister directed the Hanoi People's Committee to urgently complete the dossier requesting the Ministry of Finance to synthesize and submit to the Prime Minister for decision on mobilizing ODA capital and preferential loans for Project Line 3 (Hanoi Station - Hoang Mai); coordinate with the Ministry of National Defense to soon agree on the policy of land recovery for the depot of Project Line 5 (Van Cao - Hoa Lac); speed up the progress of projects Line 2 and Line 3 (Cau Giay - Hanoi Station) and procedures for adjusting the project according to the TOD model.
The People's Committee of Ho Chi Minh City is focusing on completing procedures to adjust the Line 2 Project (Ben Thanh - Tham Luong), striving to start construction by the end of 2025. The Prime Minister noted that priority should be given to the metro project connecting Long Thanh airport with Tan Son Nhat airport, Ho Chi Minh City.
The Ministry of Finance shall preside over and coordinate with the Ministry of Justice, the Ministry of Foreign Affairs and relevant agencies to promptly resolve recommendations on ODA capital and financial mechanisms for urban railway projects.

Regarding the Hanoi - Lang Son and Hai Phong - Mong Cai railway projects, the Prime Minister directed the localities of Lang Son, Bac Ninh, Quang Ninh, and Hai Phong to coordinate with the Ministry of Construction and experts to promote the projects. The Ministry of Construction urgently builds the route.
The Railway Corporation implements technology transfer (including research, production, warranty, maintenance, and repair); has a project, implementation process, and prepares human and material resources to transfer technology to ensure feasibility and effectiveness.
The Prime Minister requested relevant ministries, branches and localities to continue reviewing and focusing on resolving the slow-progressing tasks assigned at the 3rd meeting and the directions of the Government and the Prime Minister, not allowing the bottlenecks to affect the overall progress. Develop plans and projects to supply raw materials and effectively exploit the TOD method.
The Prime Minister assigned Deputy Prime Ministers to continue to closely direct and urge ministries, branches and localities to resolutely and effectively implement assigned tasks and promptly remove all difficulties and obstacles.
Ministry of Construction - Standing Agency of the Steering Committee, monitors, urges, synthesizes the implementation situation, periodically reports to the Prime Minister - Head of the Steering Committee.
