The groundbreaking ceremony of the Ninh Binh - Hai Phong Expressway project, the section passing through Nam Dinh and Thai Binh provinces and the Hung Phu Industrial Park Project is a new milestone in the journey of industrialization, modernization, rapid and sustainable socio-economic development of Thai Binh province.
The Ninh Binh - Hai Phong Expressway (CT.08 Expressway) has a total length of 117 km and passes through the provinces of the Northern Coastal Region. This is a very important strategic traffic axis, helping to connect the provinces in the southern part of the Red River, the North Central region with the international gateway port of Lach Huyen (Hai Phong) and the coastal provinces of the Red River Delta, connecting with Cat Bi and Van Don international airports, seaports and Mong Cai international border gates, enhancing traffic connectivity in the region and between the localities of the Northern Coast, opening up new development space for the southern part of the Red River Delta and the North Central region in general and the provinces of Ninh Binh, Nam Dinh, Thai Binh in particular.

Of which, the section through Ninh Binh has implemented public investment, the section through Hai Phong has been assigned to Hai Phong for implementation. The section through Nam Dinh and Thai Binh provinces has a total investment (including loan interest) of nearly 20,000 billion VND, invested in construction in the form of public-private partnership (PPP), meeting expressway standards with a scale of investment of 4 complete lanes, design speed of 120 km/h, roadbed width of 24.75 m; the route is about 60.9 km long, of which the section through Nam Dinh province is 27.6 km long and the section through Thai Binh province is about 33.3 km long.
The project implementation period is from 2023, basically completed in 2027, and put into operation from 2028. This is the first expressway project assigned by the Government to the People's Committee of Thai Binh province as the competent authority to implement, with Geleximco Group and the consortium as investors.
Hung Phu Industrial Park Project is also invested by Geleximco Group, covering an area of over 200 hectares, with a total investment of nearly 2,000 billion VND, located in Thai Binh Economic Zone, with a favorable strategic location adjacent to the economic triangle of Hanoi - Hai Phong - Quang Ninh; connecting with major provinces and cities in the region via the Ninh Binh - Hai Phong expressway, the coastal road from Quang Ninh to Thanh Hoa.
As the fastest cleared industrial park in Thai Binh province, Hung Phu Industrial Park, once completed, will contribute to the development of industrial infrastructure, attract investors, increase state budget revenue, create jobs for thousands of workers, improve people's lives, and promote local socio-economic development.

According to a report from Thai Binh province, in recent times, following the policies of the Party, State and Government, Thai Binh has focused resources on developing a synchronous and modern transport network, creating important conditions for developing industrial parks and attracting investors.
From 2021 to present, Thai Binh has completed new investment and upgrading and expanding 1,182 km of roads at 4 levels; increasing the total length of the province's roads to over 9,300 km, of which national highways are over 151 km with 4 routes and 25 bridges; provincial roads are over 340 km long with 34 routes and 102 bridges.
During the 2020-2025 term, the province has newly established 4 industrial parks (Lien Ha Thai, Hai Long, VSIP, Hung Phu) with a total area of 1,427 hectares, bringing the total number of industrial parks in the province to 11 with a total area of 2,768 hectares.
Thai Binh has had an economic breakthrough. In the period of 2020-2025, industrial production value increased by an average of 14.3%/year, the average GRDP growth rate reached 8.36%/year, and the economic scale increased by 1.7 times.

Strive to shorten the progress by 6 months, complete in 2026
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh assessed that these are two important and meaningful projects for Thai Binh province and the region, contributing to celebrating the 135th birthday of the great President Ho Chi Minh.
The Prime Minister said that at the beginning of this term, he had a meeting with Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, in which he identified the bottleneck in traffic connection. To solve it, there must be a highway connecting the four localities, connecting with border gates, airports, seaports, connecting with the three northern growth poles of Hanoi - Quang Ninh - Hai Phong and international connections, thereby creating a breakthrough in development for the localities.
The Prime Minister assessed that Thai Binh is a province rich in historical - revolutionary traditions, culture, and humanity. The people of Thai Binh have made great contributions and sacrifices in the struggle to protect the Fatherland, gain national independence, and unify the country. The province has made many efforts to develop, and is now not poor but not rich either. Its agricultural growth is high but its industry has not yet developed strongly.

According to the Prime Minister, to get rich and develop industry, we must build roads, while in the Red River Delta, Thai Binh is the province with the most difficulties in terms of transportation. The Prime Minister recalled his proposal to the Singaporean Prime Minister about building VSIP industrial parks in Thai Binh and Nam Dinh, at which time the other side also emphasized the need to develop the transportation system.
The Prime Minister emphasized that the implementation of the Ninh Binh - Hai Phong expressway project will contribute to implementing the Party's guidelines and policies on infrastructure development as one of the three strategic breakthroughs; creating momentum to promote regional and provincial linkages, creating momentum and opening up new development space for the province and the Northern Coastal region; developing industrial parks, attracting investment; effectively exploiting land funds; promoting exchanges, reducing travel time and logistics costs; promoting economic restructuring from agriculture to industry - services; ensuring national security and defense; contributing to the successful implementation of the public-private partnership model on infrastructure development investment; contributing to expressing gratitude to those who have devoted and sacrificed for the common cause and improving the lives of the people, changing the face of provinces, cities and the whole country.
According to the Prime Minister, the Ninh Binh - Hai Phong expressway project through Nam Dinh and Thai Binh provinces has a large total investment and a long toll collection period. In order to have enough conditions to start this project, the agencies had to work together to handle a large amount of work to resolve many difficulties and problems such as policy mechanisms, planning, project establishment and adjustment, appraisal, approval, investor selection, and capital arrangement. The Prime Minister took this opportunity to request ministries and branches to propose amendments to regulations in a simple direction, saving time and effort, and making it convenient for businesses and people.
On behalf of the Government, the Prime Minister commended and highly appreciated Thai Binh province, investors, ministries and branches for their determination, great efforts and drastic actions to jointly start the projects; thanked the people of Thai Binh province for their willingness to give up land, move their houses and places of residence to make room for the implementation of these important projects.
Regarding the expressway project through Nam Dinh and Thai Binh, the Prime Minister requested that Thai Binh province should promptly complete documents and procedures to ensure strictness; focus on technical measures to handle weak ground; pay attention to ensuring sufficient sand and raw materials for the project in the context of the province's limited raw materials; ensure project progress and quality, avoid capital increase, fight corruption, waste, and group interests; ensure technical, aesthetic, safety, and environmental sanitation; ensure the lives of people affected by the project.
Regarding Hung Phu Industrial Park, the Prime Minister highly appreciated and suggested better implementation of the public-private partnership model of "public leadership - private governance", promoting smart governance, attracting high-tech and modern projects, and developing in a green, digital, and sustainable direction.

Stating that the commencement of construction is just the beginning, and directing the tasks in the coming time, the Prime Minister requested investors and contractors to keep their commitments, urgently mobilize maximum machinery and human resources to organize construction in the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain, not losing to storms", "eating and sleeping quickly", "not enough work during the day, working at night", "only discussing work, not discussing back".
Relevant ministries and branches must minimize the time for carrying out administrative procedures; closely coordinate with localities, proactively remove difficulties and obstacles within their authority and according to legal regulations; resolutely not push or avoid work.
The leaders of Thai Binh province focused on leadership, close direction, regular inspection, supervision, and going down to the construction site to immediately remove difficulties and obstacles, encourage investors, contractors, officials, workers, and laborers, not leaving them alone on the construction site; care about people's lives; resolve material issues; urgently plan to exploit and maximize benefits from the expressway.
The Prime Minister also noted that Thai Binh should plan and implement sea reclamation for development. The provinces of Nam Dinh, Ninh Binh and Hai Phong should coordinate closely to effectively exploit this important arterial route. Ministries, sectors, agencies and localities should handle work within their authority. If it is beyond their authority, they should report to the competent authority for consideration and decision.
Drawing on experience from recent expressway projects across the country, the Prime Minister proposed shortening the time and striving to exceed the schedule of the expressway project through Nam Dinh and Thai Binh by at least 6 months, striving to complete it in 2026, putting the route into operation as soon as possible will benefit Thai Binh province, the Red River Delta region and the people will soon enjoy the results.
