Prime Minister: Lao Cai - Hanoi - Hai Phong railway to start construction on December 19

TPO - To start the Lao Cai - Hanoi - Hai Phong railway on December 19 at 5 locations, the Prime Minister requested the Ministry of Construction to base on this target to build a detailed schedule, report to Deputy Prime Minister Tran Hong Ha to assign specific tasks to each relevant ministry and branch, and organize scientific and methodical implementation.

Assign specific tasks to each ministry and branch

On the evening of May 20, Prime Minister Pham Minh Chinh , Head of the Steering Committee for key projects and important national railway projects, chaired a meeting with relevant ministries, branches and units to review the implementation of railway projects connecting with China.

According to the report of the Ministry of Construction , regarding the investment in the construction of the Lao Cai - Hanoi - Hai Phong railway line, with a length of nearly 419 km and a total investment of more than 8.3 billion USD, the investor has completed the design of the land clearance boundary, the coordinates of the center line and stations; completed the review, measurement and adjustment of the route.

The investor is selecting consultants to prepare environmental impact reports; change forest use purposes; prepare estimates for design consulting packages; prepare feasibility study reports; calculate and register capital needs to discuss with partners.

For other railway lines connecting to China, there are: Hanoi - Dong Dang route with a length of 156 km, total investment of about 6 billion USD; Hai Phong - Ha Long - Mong Cai route with a length of about 187 km, total investment of about 7 billion USD. Currently, the authorities are taking steps to establish a plan; prepare a pre-feasibility study report; draft a number of mechanisms and policies for investment.

After listening to the report, Prime Minister Pham Minh Chinh highly appreciated the Ministry of Construction and relevant agencies for their efforts in implementing assigned tasks and achieving some specific results.

Regarding specific tasks, the Prime Minister requested ministries and branches to focus on developing a set of standards and regulations; finalizing routes and sending them to localities for site clearance implementation.

Mobilizing diverse sources of capital

Regarding capital, the Prime Minister requested that there should be many plans and diverse capital mobilization such as loans, bank capital, bond capital, public investment, and public-private partnership capital.

Regarding technology transfer, the Prime Minister emphasized that this is a very core issue, and it is necessary to continue negotiating with partners to focus on transferring in two important areas: locomotive production and signal information systems.

Regarding human resource training, it is necessary to develop short-term, medium-term and long-term training plans for three levels: technical workers, engineers and doctors.

The Prime Minister requested ministries, sectors and localities to coordinate in handling issues and problems related to technology, geology, land and site clearance. The Ministry of Foreign Affairs continues to promote cooperation in implementing connecting railway routes in the spirit of the Vietnam-China Joint Statement.

Regarding the implementation of the North-South high-speed railway, the Prime Minister requested the Ministry of Construction, the Ministry of Finance, the State Bank and relevant agencies to study the proposals of Vinspeed Company and report to competent authorities.

The Prime Minister emphasized that ministries and branches must carry out their work urgently, seriously, and scientifically, based on their functions, tasks, and powers, assigning "clearly to people, clear about work, clear about time, clear about results, clear about responsibilities, and clear about authority", under the direction of Deputy Prime Minister Tran Hong Ha, and report progress to the Prime Minister every Monday.
