Minister of Construction: Replace the contractor with delayed construction

On May 21, a delegation of the Ministry of Construction led by Minister Tran Hong Minh inspected the construction of Long Thanh airport project and Bien Hoa - Vung Tau expressway section through Dong Nai province.

Replace unqualified contractors

Reporting to the working delegation, Mr. Pham Van Minh - Director of Project Management Board 85 (QLDA), the investor of Component Project 2 (18km through Long Thanh district, Bien Hoa - Vung Tau Expressway Project) - said that up to now, the construction output has reached 51%, with many main items following the schedule, while some locations are waiting for technical infrastructure relocation. Regarding auxiliary works, all 8 residential underpasses and 23 bridges on the route have reached 100% of the plan. Disbursement in 2025 reached a rate of 16.3%.

The biggest difficulty now, according to Mr. Minh, is still the land clearance problem, especially the technical infrastructure system when there are still 14 high-voltage, medium-voltage and low-voltage power lines that need to be relocated and buried underground. Project Management Board 85 is waiting for local support to relocate early to ensure project progress, in time for completion by the end of this year.

At component project 1 (over 16km in Bien Hoa city and Long Thanh district) invested by Dong Nai province, contractors are also accelerating construction by maintaining 34 construction sites. The project's two construction packages include package 18, which accounts for over 14% of the total output, and package 21, which accounts for over 48% of the total output.

Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha said that the province is currently urging relevant units to speed up the relocation of technical infrastructure systems to serve the construction of two component projects of the Bien Hoa - Vung Tau Expressway Project. Currently, Dong Nai has licensed enough land mines to serve the construction of the expressway.

Mr. Ha also said that the locality takes responsibility for infrastructure relocation and promises to urge units to speed up infrastructure relocation to ensure construction.

During the inspection, Minister Tran Hong Minh requested the units to take advantage of the favorable weather of the dry season to speed up the construction progress. Dong Nai province is interested in further accelerating the progress of moving the technical infrastructure system. On the same route, Ba Ria - Vung Tau province has completed and handed over to the contractor for construction long ago. The Minister of Construction requested to replace the contractor if the project progress requirements are not met.

Synchronous connection

Also on the same day, the Ministry of Construction delegation inspected the site of two traffic routes connecting T1 and T2; the passenger terminal and runway of Long Thanh airport.

Mr. Duong Quang Dien - Permanent Deputy Director of Long Thanh Project Management Board - said that the runway, taxiway, and apron have been completed and put into technical operation before April 30. The joint venture contractor has mobilized 2,084 personnel and 319 pieces of construction equipment. Up to now, the runway has been basically completed, the signal light system has been turned on, and the test operation has been successful.

Package 5.10 of Long Thanh airport passenger terminal construction also strives to complete the construction before December 31, then complete the installation and testing of the equipment system. The joint venture has mobilized nearly 5,000 workers, more than 1,000 pieces of equipment under construction, with a total completed value of about 13,504 billion VND. Currently, the underground reinforced concrete structure has been completed, floors 1-4, rough construction has reached 72%, and painting and ceilings are being completed... Connecting traffic routes, T1 road has been technically opened to traffic, and the bridge and T2 road are under construction, asphalt paving has been completed, and trees are being planted in each section.

Regarding the projects being implemented, Minister Tran Hong Minh said that currently the bidding packages have been synchronized with each other, the construction units have coordinated well, and there have been no conflicts regarding the site during the construction process. The Minister also highly appreciated the preparation of related procedures and the handling of documents to quickly deploy the second runway of Long Thanh airport.

Through field inspection, the T1 and T2 access road packages are almost complete, and the Bien Hoa - Vung Tau expressway section in front of the airport is very important, so we must try to speed up construction, complete it at the same time as the airport to serve traffic and especially solve the technical infrastructure soon so that the project no longer has difficulties with the site.
