The Director of Hanoi National University has just approved the Project "Investing in developing excellent scientists , strong research groups according to international standards" and the program to develop lecturers and scientists for the period 2026-2031.
The project aims to enhance international competitiveness and technology transfer, contributing to the development of Vietnam's knowledge economy . It will mobilize maximum resources and build an advanced research environment to gather and employ outstanding scientists inside and outside the university.
Prioritize the development of strategic technologies in the short, medium and long term: Focus on artificial intelligence (AI), big data, biotechnology, advanced materials, and digital economy to create initial breakthroughs; Strongly develop quantum technologies, smart automation, renewable energy and advanced biomedical technologies to enhance research and application capacity; Shape the foundational technologies for the next industrial revolution.

The conditions for participating in the project are that the staff of Hanoi National University must have a doctorate degree or higher; have participated in doctoral training; be the main author of at least 3 scientific articles published in prestigious specialized scientific journals, or be the editor of a monograph, or be the author of an invention that has been granted a protection certificate and has been applied, bringing about socio-economic efficiency; be proficient in at least 1 foreign language in professional activities; have presided over or are presiding over at least 1 scientific and technological task at the National University level or higher; and not be under disciplinary review or disciplinary action.
Hanoi National University also issued a set of specific evaluation criteria for lecturers and scientists in implementing this project.
The criteria for scientific contributions include the number of scientific and technological products transferred for commercialization or production in the last 5 years; the number of policy/utility solution consulting contracts applied in the last 3 years; the number of patents (or equivalent) granted protection certificates in the last 3 years, etc.
Hanoi National University estimates the budget for the 2024-2025 period to invest in strong research groups, key laboratories, and excellent scientists at 102.5 billion VND.
The budget for the 2026-2030 period to invest in strong research teams, key laboratories, and excellent scientists is 775 billion VND.
The project also mentions the reward level for lecturers and scientists when they have breakthrough scientific articles. Specifically, articles in the top 1% of the industry: 200-300 million VND/article; Group Q1: 100 million VND/article, Group Q2: 50 million VND/article.
Invention and technology transfer rewards: International patents (WIPO, USPTO, EPO): 500 million VND to 1 billion VND/invention; technology transfer: Receive 30-50% of revenue from commercializing research products.
For high-income research mechanisms, in the first 3 years of working at this university, priority is given to assigning topics/programs/tasks with large budgets (1-3 billion VND for excellent scientists of Hanoi National University standards; For excellent scientists of international standards, it is 5-10 billion VND).
For the program to develop lecturers and scientists in the period of 2026-2031, Hanoi National University aims to select 300 candidates for training and fostering at home and abroad according to the roadmap to become high-quality lecturers and scientists in the future. The subjects are students with excellent academic results, talent and passion for research and teaching.
