Anxious about social housing, Minister of Construction sends telegram to chairmen of provinces and cities

The Ministry of Construction said that in recent times, the Party, the Government, and the Prime Minister have issued many directive documents focusing on removing difficulties and obstacles to promote the development of social housing. In particular, on February 27, 2025, the Prime Minister issued Decision No. 444 assigning targets for completing social housing in 2025 and the following years until 2030 for localities to add to their socio-economic development targets.

According to the summary of reports from localities, the development of social housing in the first months of the year has seen many changes, achieving some positive results. Specifically, in the first 4 months of this year, the whole country has had more than 15,600 social housing apartments completed, 17 projects have been started with a scale of more than 17,660 apartments.

Ministry of Construction promotes social housing development nationwide.

However, the Ministry of Construction said that there are still some localities that have not really paid attention to social housing development, no projects have been started or have been started but the completion rate is low; the Steering Committee for social housing development has not been established, and the social housing development target has not been added to the local socio -economic development plan.

The Ministry of Construction said that businesses investing in social housing in these localities still face difficulties in accessing land, construction investment procedures, credit, preferential policies, etc.

In order to be determined to complete the assigned social housing development targets this year and the following years, the Minister of Construction requested the Chairmen of the People's Committees of provinces and centrally-run cities to urgently lead, direct and organize the implementation more drastically and effectively of the tasks and solutions stated in the Government's resolutions and the Prime Minister 's telegrams.

Accordingly, localities will add the target of completing social housing this year and the following years until 2030 to the system of local socio-economic development indicators to focus on leadership and direction; prioritize resources to resolutely complete the assigned targets.

Establish a Steering Committee for Social Housing Development to directly inspect, urge, and remove difficulties and obstacles to speed up the implementation of social housing investment projects in the area under the direction of the Prime Minister.

For projects registered for completion this year, projects that have started construction, and are under construction, it is necessary to organize direct work with investors to review progress, direct and urge investors to focus resources to complete immediately; require investors to fully implement the periodic reporting regime on project implementation progress.

For projects that have selected investors, localities proactively guide investors to implement legal regulations on investment; Urge investors of commercial housing projects to carry out investment procedures to build social housing on 20% land fund to start construction in 2025, as a basis for completing targets in the following years.

The Minister of Construction proposed to review, update and supplement planning, land use plans, and construction plans to arrange sufficient land fund for social housing development according to assigned targets.

Localities must cut down and simplify administrative procedures under their authority regarding investment in social housing construction; inspect and make a list of projects for building social housing, housing for workers, renovating and rebuilding apartments that are eligible for loans of VND120,000 billion and make public announcements so that banks have a basis for applying for loans.

The Ministry of Construction will periodically inspect and urge localities to synthesize and report to the Prime Minister on the implementation situation in each locality.
