Prime Minister Pham Minh Chinh directed to only discuss work, not backtrack, and to resolve any problems to speed up the progress of key national transport projects.
Chairing the State Steering Committee for National Key Transport Projects on the afternoon of August 10, the Prime Minister acknowledged that investors and contractors have "overcome the sun and rain" to construct the project. Hanoi and Ho Chi Minh City have encountered difficulties but have so far basically cleared the land for the Ring Road 4 project in the Capital Region and Ring Road 3 in Ho Chi Minh City.
"The important thing is to have a clear mindset, high determination, and great efforts to turn nothing into something, turn difficult into easy, and turn impossible into possible," said the Prime Minister.
With the material resources in short supply in the Mekong Delta, the Prime Minister said that next week Deputy Prime Minister Tran Hong Ha will direct a final solution.
Regarding PPP projects, in addition to public investment capital, the research bank prioritizes lending to businesses to invest in infrastructure. Capital sources for projects are balanced flexibly and harmoniously. If there are any problems, they will be resolved in coordination with National Assembly agencies.
"Localities must identify infrastructure investment as creating space for the development of new urban, industrial and service areas," said the Prime Minister.

Regarding the appointment of contractors, bidding, and auction of raw material mines, the Prime Minister requested that they be made public and transparent. The Ministry of Construction is flexible in pricing issues depending on the market. The Ministry of Natural Resources and Environment supports localities in land and material mine procedures. The Ministry of Agriculture and Rural Development supports forest issues.
The Ministry of Transport, ministries, branches and localities urge, inspect and supervise units to comply with legal regulations, fight against negativity, corruption and group interests.
Many key transport projects face difficulties
According to the report of the Ministry of Transport, three North-South expressway projects including National Highway 45 - Nghi Son (Thanh Hoa), Nghi Son - Dien Chau (Thanh Hoa, Nghe An) are expected to open to traffic in September and My Thuan - Can Tho expressway will open to traffic at the end of the year. However, the weather at the beginning of the rainy season is unfavorable for the construction of asphalt concrete surface. Some weak ground sections need to be checked and monitored before constructing the foundation and road surface layers.
The 12 North-South Eastern Expressway projects in the 2021-2025 period through many localities are still "stuck" with land. The Government requires that the site clearance of 12 expressway projects must be completed in the second quarter of this year, but as of August 10, localities have only handed over 89% of the volume (up 2% compared to the previous month), the rate of land available for construction is 80%. The construction of resettlement areas and relocation of technical infrastructure, especially high-voltage power lines, is still slow.

North-South Expressway projects are still lacking construction materials due to delays in mining. By July, localities had only confirmed the registration of 42 out of 69 mines submitted by contractors. Of the 42 mines whose registrations have been confirmed, contractors have only exploited 15.
The problems are concentrated in projects in the Mekong Delta region. An Giang province has decided to allocate 1.1 million cubic meters of sand for the Can Tho - Ca Mau project from 4 operating mines, but so far contractors have only signed contracts for 2 mines. Of the two mines that have signed contracts, operations have been suspended since the end of July, because one mine had its license revoked by the province, and the mining enterprise was prosecuted and investigated for another mine, while the contractor has advanced the contract 18.6 billion VND.
Vinh Long province needs to arrange 5 mines to meet the reserve of 5 million m3 for the project. Currently, only 2 mines have been assigned to contractors but the procedures for exploitation have not been completed.
Dong Thap province plans to increase the capacity of the mines currently being exploited to continue to allocate 0.5 million m3 for the project, but the procedures have not been completed yet. With 6 mines already granted to contractors, the implementation of procedures has not been completed so exploitation cannot be carried out.

Despite the lack of materials, contractors are taking advantage of the construction of items that do not depend on earthworks such as bridges, tunnels, structures, and excavation sites. Up to now, expressway projects have reached VND7,297 billion out of VND100,501 billion (7.3% of the contract value), up 2.3% compared to the previous month. Localities are entering the rainy season, so the progress will be greatly affected.
The Ho Chi Minh City Ring Road 3 project and the Bien Hoa - Vung Tau Expressway project, which were just started at the end of June, have not yet determined the source of filling materials. The cost of site clearance for this project has also increased, leading to an increase in the total investment, affecting the progress of implementation.
The Chau Doc - Can Tho - Soc Trang project through Hau Giang and Can Tho City has not yet implemented procedures to exploit mines in An Giang.
The Long Thanh International Airport project is behind schedule due to the delay in bidding for the Long Thanh airport terminal package. The investor has proposed to complete the passenger terminal in 2026 instead of 2025, with the proposed completion time being 39 months instead of 36 months. The Airports Corporation of Vietnam (ACV) - the investor - is evaluating the financial proposal for the passenger terminal package, and is expected to evaluate the bid and sign the contract in August.
