Prime Minister Pham Minh Chinh: Ensuring smoothness and continuity in the process of arranging administrative units

Prime Minister Pham Minh Chinh delivered the concluding remarks at the regular Government meeting in April 2025.

The results next month are better than last month.
At the meeting, the Government assessed the socio-economic situation, the disbursement of public investment capital, the implementation of the three national target programs, the direction and administration of the Government and the Prime Minister in April and the key tasks in May 2025 and in the coming time. Members assessed that in April, the world situation continued to have new, complicated and unpredictable developments, especially conflicts, strategic competition and the US announcement of reciprocal tax policies and the reactions of many major economies, which had a negative impact on global economic growth.
In that context, thanks to the leadership of the Party Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary To Lam; the close and effective coordination of the National Assembly; the participation of the entire political system; the consensus and active participation of the people and the business community; the Government, the Prime Minister, ministries, branches and localities have been resolute and proactive in directing, operating and organizing the synchronous and effective implementation of key, focal tasks and regular work; flexibly responding and promptly handling sudden and arising issues.
Thanks to that, the socio-economic situation in April and the first 4 months of 2025 achieved many positive results, better than the previous month and the same period last year; continuing to create momentum, force, and spirit to promote the implementation of socio-economic development tasks in May and the coming time.
However, the macro economy still has potential risks, growth targets face great challenges; smuggling, counterfeit goods, poor quality goods, goods of unknown origin continue to develop complicatedly; some projects are stagnant, behind schedule, have legal problems and need to be implemented and completed on schedule; institutions and laws are still inadequate; the lives of a part of the population are still difficult; high-tech crimes, online fraud have potential complications...
Delegates proposed continuing to have effective adaptation solutions and trade negotiations with the United States; promoting market diversification and export product diversification; continuing to reorganize administrative units, especially issuing documents, instructions and organizing two-level local governments; effectively resolving difficulties, obstacles, backlogs, bottlenecks, and clearing the way for development...
After discussing and exchanging with members of the Government on important issues; concluding the meeting, Prime Minister Pham Minh Chinh said that since the beginning of the year, the Government and the Prime Minister have focused on directing all levels, sectors and localities to resolutely and flexibly implement tasks and solutions according to the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly and the Government; focusing on arranging the apparatus and organization of local governments at 2 levels.
Step up the improvement of mechanisms, policies and laws, especially the submission and implementation of Resolutions on the "strategic quartet" on science and technology development, innovation, national digital transformation, international integration, law making and enforcement, and private economic development; promote growth with a target of 8% or more; promote strategic infrastructure development; organize major national holidays.
Along with that, implementing many important foreign affairs and international integration activities, welcoming many leaders of countries to visit Vietnam, successfully organizing the P4G conference, ASEAN Future Forum... In particular, being calm, courageous, proactive in flexible and appropriate response measures and achieving initial positive results in the face of the US's sudden announcement of a new reciprocal tariff policy.
Reviewing 8 outstanding results in socio-economic development, as well as some shortcomings, limitations and causes, lessons learned; analyzing the situation in the coming time, Prime Minister Pham Minh Chinh said that difficulties, challenges and opportunities, advantages are intertwined, but difficulties and challenges are more numerous and global risks and instability are increasing sharply, especially due to the US tariff policy. The Prime Minister emphasized that this is both a challenge and an opportunity to restructure the economy, restructure the market, products, supply chains, build an independent, self-reliant economy, proactively integrate, increase self-reliance, self-reliance...
The Prime Minister directed that we must be persistent, steadfast, proactive, flexible and creative in leadership, direction and administration to achieve major, strategic goals of promoting growth, controlling inflation, stabilizing the macro-economy, ensuring social security and people's lives, consolidating national defense and security, enhancing foreign affairs and international integration, and maintaining a peaceful, stable and favorable environment for national development.
Prepare carefully for activities to celebrate the 80th anniversary of National Day
On that basis, the Prime Minister directed ministries, branches and localities to review their work according to their functions and tasks to overcome limitations and weaknesses; urgently institutionalize, concretize, and resolutely and effectively implement the Politburo's Resolutions, especially the four recently issued Resolutions 57, 59, 66 and 68 of the Politburo. In particular, urgently complete and submit to the National Assembly the Resolution and submit to the Government the action program to implement Resolution No. 66-NQ/TW of the Politburo on law-making and enforcement and the action program to implement Resolution No. 68-NQ/TW of the Politburo on private economic development.
The Prime Minister requested to continue to perfect the institution, streamline and reorganize the apparatus, promote administrative reform and digital transformation. In particular, streamline and reorganize the apparatus to avoid work interruptions and affect people and businesses; continue to reform administrative procedures, promote decentralization and delegation of power, change the state from "asking - giving" to provide public services to the state of "proactively" serving and providing public services to people and businesses, reduce the time to process administrative procedures, business costs, and abolish business conditions for people and businesses.
Prime Minister Pham Minh Chinh stated that it is necessary to complete the review, amendment or promulgation of new legal documents guiding the implementation of the merger of provincial-level administrative units and the construction of a two-level local government organization model; ensuring smoothness and continuity in the process of arranging administrative units and organizing two-level local governments.
The Prime Minister requested to prioritize promoting growth, renewing traditional growth drivers, promoting new growth drivers, with the goal of striving to disburse public investment capital; urging and removing difficulties and obstacles, promoting disbursement of public investment capital; promptly removing difficulties and obstacles for large-scale, high-tech FDI projects; effectively implementing the Resolution of the National Assembly and the Action Program of the Government to implement Resolution 68-NQ/TW of the Politburo on private economic development after it is issued.
In particular, ministries, agencies and localities must speed up the construction progress and disbursement of assigned projects; ensuring the completion of over 3,000 km of expressways and over 1,000 km of coastal roads by 2025.
To boost exports, the Prime Minister requested to develop a plan for tariff negotiations with the United States, proactively promote harmonious and sustainable trade with the United States and major partners; effectively exploit 17 signed FTAs; promote new FTAs, especially with countries that have recently upgraded diplomatic relations, potential regions such as the Middle East, Africa, Latin America, etc.
Along with that, promoting consumption, with the effective implementation of the Master Plan to stimulate domestic consumption; stepping up the campaign to encourage Vietnamese people to use Vietnamese goods, especially OCOP products; preventing and combating smuggling, trade fraud, counterfeit goods, fake goods, poor quality goods, especially medicines, nutritional products and functional foods; preventing, strictly handling and ending false advertising; proposing to expand the scope of visa exemption for a number of suitable subjects and countries.
Requiring the promotion of new growth drivers according to Resolution No. 57 of the Politburo, Resolution 193 of the National Assembly, Resolution 03 of the Government on science, technology, innovation and national digital transformation, the Prime Minister directed ministries, branches and localities to focus on maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.
Accordingly, it is necessary to proactively, flexibly, promptly and effectively manage monetary policy, harmoniously and synchronously coordinate with a reasonable, focused and key expansionary fiscal policy; ensure reasonable credit growth; well manage the gold market, strictly handle smuggling, hoarding, price gouging and tax evasion in gold trading; continue to reduce costs and reduce lending interest rates; strengthen revenue management, strive to increase revenue by 15%; thoroughly save regular expenditures to increase development investment expenditures; effectively implement policies on tax, fee and charge exemption, reduction and extension; promote the issuance of bonds to the public; well manage and promote the healthy development of the real estate market.
The Prime Minister emphasized the need to continue to effectively handle outstanding and long-standing issues; focus on the fields of culture, society, environmental protection, natural disaster prevention and control, and climate change response; carefully prepare and organize activities to celebrate the 135th birthday of President Ho Chi Minh, prepare for the parade and march to celebrate the 80th anniversary of National Day and the Exhibition of socio-economic achievements on this occasion; focus on reviewing and preparing to start construction of 80 major works and projects nationwide on the occasion of the 80th anniversary of National Day; continue to focus on directing the drastic implementation of the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025"; promote the implementation of the Project to invest in the construction of at least 1 million social housing apartments and have specific solutions to promote preferential credit policies for social housing.
Along with that, focus on preparing reports and drafting the Politburo's Resolution on education and training; well organizing the high school graduation exam and university and college admissions in 2025; reporting and drafting the Politburo's Resolution on health protection, care, population work and development; immediately implementing the policy of sending 1,000 doctors to the grassroots level under the direction of the Prime Minister; consolidating national defense and security; maintaining social order and safety; strengthening foreign affairs and international integration, paying special attention to carefully preparing for high-level foreign affairs activities of Party and State leaders and effectively implementing commitments; strengthening information and communication work, paying special attention to policy traditions, replicating good models and good practices, creating spillover effects, social consensus, and creating momentum to promote socio-economic development.
