On the morning of August 17, in Hanoi, the Ministry of Public Security held a congress to establish the Vietnam People's Police Veterans Association. Prime Minister Pham Minh Chinh attended and delivered a speech.

Attending the Congress were Politburo members: General To Lam, Minister of Public Security; Phan Dinh Trac, Head of the Central Internal Affairs Commission; Nguyen Hoa Binh, Chief Justice of the Supreme People's Court; Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee.

Party Central Committee members, leaders of the Ministry of Public Security; representatives of the Ministry's leaders, and 219 delegates representing retired police forces and former police officers nationwide.

The establishment of the Vietnam People's Police Veterans Association on the occasion of the 78th anniversary of the People's Police Force's Traditional Day is of great significance; it demonstrates the Party and State's care and concern for those who have contributed to the revolution, and the recognition of the role, position, merits and contributions of generations of People's Police officers and soldiers in general and former police officers in particular in the cause of national construction and defense.

With the approval of the Party Central Committee Secretariat and after carrying out preparatory steps as prescribed on August 1, 2023, the Ministry of Home Affairs signed a decision to allow the establishment of the Vietnam People's Police Veterans Association. The establishment of the Vietnam People's Police Veterans Association is an important milestone in the 78-year development history of the People's Police force; affirming the importance of the retired police force as well as the Vietnam People's Police Veterans Association, contributing to the development of the Police force in particular, and in the cause of national construction and defense in general.

The establishment of the Association will gather, unite, encourage and motivate the team of former police officers to continue to maintain their good nature, set an example for future generations of police officers to learn from and follow; promote the intelligence, experience and contributions of the entire force in the revolutionary cause, as well as in the work of ensuring security and order, building the People's Police force; become a trustworthy and close bridge between the people at the grassroots level and the Police force.

Members of the Vietnam People's Police Veterans Association will coordinate with members of the Veterans Association to continue promoting the traditions of the People's Police and the People's Army, building a peaceful life in each village, hamlet, ward, etc.

Speaking at the opening of the Congress, Senior Lieutenant General Le Quy Vuong said: Along with the development of the People's Public Security force over the past 78 years, the number of former People's Public Security officers has increased. Currently, according to statistics, there are about 110,000 former police officers, with an average increase of nearly 10,000 people each year.

The wish of most former police officers is to have a unified national organization to gather, unite and motivate generations of members.

Over the past many years, in response to the wishes of many retired police officers, the Central Party Committee of the Public Security and the leaders of the Ministry of Public Security have advocated and repeatedly reported to competent authorities to decide to allow the establishment of the Vietnam People's Police Veterans Association.

While the Association has not been established, to unify the organizational model and activities of the Retired Police Clubs, and at the same time further strengthen the leadership and direction of the Party Committee and the police leaders of units and localities for retired police activities.

On November 27, 2014, the Minister of Public Security issued Directive No. 15 on strengthening the leadership and direction of the police at all levels towards the Retired Police Club; in which, it was agreed to establish the Retired Police Club from the Central level to districts, towns, and provincial cities.

Senior Lieutenant General Le Quy Vuong affirmed: The establishment of the Vietnam People's Police Veterans Association is a great joy for police officers and soldiers in general and former police officers, especially retired police officers in particular.

In particular, this is a political event of great significance, marking a milestone in building a unified organization to gather, unite and motivate generations of former police officers.

Retired police officers, when they retire, have an organization to participate in activities, unite their comrades, and continue to preserve and promote the fine traditions and glorious traditions of the People's Public Security force.
