Removing obstacles to maximize land resources
On June 9, discussing the draft Law on Land (amended) in groups, Prime Minister Pham Minh Chinh said that the Law on Land is a very important draft law. The Central Committee has issued Resolution 18 to amend this law.
On the Government's side, the Prime Minister expressed his hope that National Assembly deputies would review carefully, because the amendments this time must resolve practical problems.

"When amending the Land Law project, the most important thing is to stick to reality, start from reality, and use reality as a measure. Of course, we cannot demand that this amendment covers and resolves all practical problems. However, we must try to resolve as much as possible the problems and shortcomings that are being dealt with in the exploitation and use of land resources - a very important resource for national development," the Prime Minister emphasized.
According to the Prime Minister, it is necessary to resolve the remaining problems from practice to maximize the exploitation of land resources, but it is also necessary to enhance the forecasting vision so that the revised law has a more innovative mindset and strategic vision.
"I hope that National Assembly deputies will review in that spirit, so that when the law is promulgated, it can meet the people's expectations, because this law has received more than 12 million comments and contributions, proving that the people are very interested and there are also many things that need to be handled," the Prime Minister stated.

According to Prime Minister Pham Minh Chinh, when this law is passed, it will contribute significantly to liberating land resources, ensuring the harmony of interests of the state, people and investors.
The Prime Minister also wants to review decentralization and delegation of power to avoid issues from localities being brought to the Government through multi-step processes, wasting time and resources and opportunities.
"Therefore, decentralization and delegation of power must be stipulated in the law for the Government and the Prime Minister to be able to do it. Decentralization and delegation of power must also go hand in hand with resource allocation, improving the implementation capacity of the decentralized level, especially strengthening supervision and inspection work to avoid deviation from the direction and goals," the Prime Minister stated.
Pricing to suit the market economy but with State guidance

Regarding land clearance and resettlement support, the Prime Minister said that this is an issue that the people are very concerned about. The Party and State's viewpoint is very clear: when land is recovered, people are resettled and move to another place to live, the new place of residence must be at least equal to or better than the old place.
"How the concept of equal or better than the old residence is implemented really needs the opinions of National Assembly delegates to concretize this issue. At the same time, it is necessary to legalize, quantify, and clearly explain what is equal and what is better," the Prime Minister pointed out.
Regarding land pricing , the head of the Government also said that this is an issue that voters are very interested in, how to price it to suit the market economy but with State guidance.
"How should land be priced appropriately, because the law has already regulated it, but this is a difficult issue because the market always goes up and down, we must follow the market but intervene when necessary, because developing a market economy needs a socialist orientation," the Prime Minister raised the issue.
