Mr. Philippe Chaplain, former Deputy Mayor of Bourg la Reine, Paris, is currently a businessman and President of the French National Heritage Federation. He graduated with a Bachelor's degree in Philosophy and History. Since 2003, Mr. Philippe has been interested in Vietnamese history and started collecting postcards and documents about Vietnam.
