Prime Minister requests to strengthen security and order assurance on the occasion of National Day September 2
This year's 4-day National Day holiday on September 2nd will see many important events taking place across the country to celebrate the 80th anniversary of the August Revolution and National Day (September 2nd, 1945 - September 2nd, 2025) with the participation of many forces and international delegations. Hostile forces can take full advantage of these events to sabotage and divide the great national unity bloc. In addition, the demand for travel, visiting relatives, tourism , participating in commemorative activities, parades, and marches of the people... is increasing, posing complex risks to security, order, social safety, criminal offenses, social evils, traffic insecurity, fire and explosion safety...
To serve the people during the National Day holiday and to attend national events in a joyful, safe and healthy manner, the Prime Minister requests:
1. Ministers, Heads of ministerial-level agencies, Government agencies and Chairmen of People's Committees of provinces and centrally run cities
a) Continue to direct the drastic, effective and substantive implementation of the Prime Minister's directive documents on ensuring security, order, fire prevention and fighting, focusing on Decision No. 38/QD-TTg dated June 16, 2022 promulgating the Action Program to implement Conclusion No. 15-KL/TW on continuing to implement Directive No. 46-CT/TW dated June 22, 2015 on strengthening the Party's leadership in ensuring security and order in the new situation; Directive No. 01/CT-TTg dated January 3, 2023 on strengthening fire prevention and fighting in the new situation...
b) Based on assigned functions and tasks, grasp the situation, proactively prevent and have plans to respond to and resolve complex situations that arise, avoid being passive, sudden, or unexpected; organize forces and means to be on duty regularly, especially at the grassroots level, to ensure security and safety of key targets, projects, important events of the country, activities of Party and State leaders, international delegations, entertainment activities, travel, health, and property of people and businesses in the area and management field.
2. Minister of Public Security
a) Direct relevant functional units to closely and effectively coordinate with the Ministry of National Defense, the Ministry of Foreign Affairs and relevant agencies to grasp the situation, promptly advise the Party and State leaders to resolve complicated situations. Synchronously deploy forces, means and measures to firmly protect sovereignty, security and national and ethnic interests. Strengthen management of key directions, routes, areas and targets, promptly detect, prevent and neutralize terrorist and sabotage activities. Proactively prevent, detect and fight against plots and sabotage activities of hostile forces; be ready with response plans for complicated incidents related to security and order.
b) Concentrate forces, means, and measures to ensure social order and safety, attack and resolutely suppress all types of crimes and law violations, and vigorously crack down on social evils that often occur during festivals and in crowded places, such as gambling, theft, robbery, extortion, illegal use of drugs, illegal racing, disturbing public order, etc. to ensure a peaceful and happy life for the people.
c) Strengthen propaganda, guidance, and rectification of compliance with regulations on fire prevention and fighting, especially at facilities and constructions at risk of fire and explosion when there are large crowds of tourists, attending commemorative activities, and at apartment buildings, individual houses with many floors, many apartments, rental facilities, houses combined with production and business, etc. Arrange forces and means to promptly organize fire fighting, rescue, and salvage of fire and explosion incidents, minimizing damage to people and property. Organize traffic flow reasonably, early and from a distance, especially at crowded places, places where events take place, gateways to and from big cities, etc.
3. The Ministry of National Defense shall closely and effectively coordinate with the Ministry of Public Security and relevant agencies to grasp the situation, promptly respond to situations affecting national defense, security, and social order and safety; strengthen patrols and strictly control border areas, trails, openings, forest and mountain areas, rivers, promptly detect, prevent, and strictly handle illegal entry and exit.
4. The Ministry of Culture, Sports and Tourism shall closely coordinate with the Central Propaganda and Mass Mobilization Commission to direct press and media agencies to promote propaganda and dissemination of skills, knowledge and laws to ensure security, order, fire prevention and fighting, and social order and safety; coordinate with the Ministry of Public Security to proactively detect and prevent bad and toxic information that divides the great national unity bloc on cyberspace.
5. The People's Committees of provinces and centrally-run cities direct functional agencies and units to grasp the situation, proactively prevent and stop complicated situations regarding security and order in the area; strengthen the dissemination of knowledge and skills, combine inspection and strict handling of violations of fire and explosion safety, resolutely prevent fires and explosions that cause serious consequences to people and property; mobilize people not to participate in social evils, promptly detect, prevent and strictly handle violations.
