Prime Minister launches national movement to compete in innovation and digital transformation

At the launching ceremony of the national emulation movement "The whole country competes in innovation and digital transformation" at the Academy of Posts and Telecommunications Technology (Hanoi), Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, emphasized that in the new era, innovation and digital transformation are not only inevitable trends but also the most important way for Vietnam to overcome challenges, develop rapidly and sustainably, and rise to stand shoulder to shoulder with the great powers.

In recent years, under the strong leadership of the Party, the State and the participation of the entire population, these fields have achieved many remarkable achievements. In particular, institutions have been gradually improved, digital infrastructure has developed strongly, the digital economy has grown impressively, and digital data has been exploited effectively. The innovation and startup ecosystem has clearly taken shape, and many Vietnamese enterprises have mastered core and source technologies.

However, the Prime Minister also pointed out many shortcomings such as unsynchronized institutions and policies, lack of high-quality human resources, incomplete infrastructure, especially limited digital infrastructure, and applied research capacity that has not created breakthroughs.

In the context of a rapidly changing and unpredictable world, along with the widespread wave of the fourth industrial revolution - especially the explosion of artificial intelligence (AI), the head of the Government affirmed: Vietnam must take advantage of opportunities, promote innovation and digital transformation to achieve two strategic goals - by 2030 becoming a developing country with modern industry and high average income and by 2045 becoming a developed country with high income.

The national emulation movement has just been launched, along with the "Popular Digital Education" movement, carrying the spirit of patriotic emulation, arousing the desire for development, affirming the central role of people and businesses, the key role of scientists, along with the leadership of the State.

The Prime Minister requested the entire political and social system to effectively implement three resolutions. One is to innovate thinking, perfect institutions, remove barriers, and consider science, technology and innovation as key political tasks. Two is to build a breakthrough technology infrastructure, ensuring that 100% of business administrative procedures are carried out online by 2025, while attracting domestic and foreign technology talents. Three is to strongly promote digital transformation in the operations of state agencies, improve governance efficiency, and ensure digital security and confidentiality.

For the business community, the Prime Minister called for pioneering the implementation of three key missions: building a long-term strategy with a strong innovative mindset; shifting from application to breakthrough technology creation, taking advantage of opportunities from the fourth industrial revolution; proactively investing in research and development, innovation in the digital environment, and rising to master the future.

At the ceremony, representatives of Hai Phong city leaders, the Central Committee of the Ho Chi Minh Communist Youth Union, Hanoi National University and representatives of typical enterprises in the fields of science, technology and digital transformation spoke in response to the movement; committed to effectively implementing the directions that the Prime Minister pointed out at this important event.
