Prime Minister issues telegram on high school graduation exam

According to the telegram, 2025 is the first year to organize the high school graduation exam and enroll students at the beginning of generaleducation according to the 2018 general education program with many innovations.

The exam was held in the context that the whole country was arranging and organizing the two-level local government apparatus and changing the arrangement of the inspection agency system; the number of candidates was greater.

Therefore, the Prime Minister's telegram assigned specific tasks to each locality, the Ministry of Education and Training and a number of related ministries and branches.

Specifically for localities, the Prime Minister requested synchronous and effective implementation of tasks and solutions, organization of exams and admissions at the beginning of the school year; coordination in organizing high school graduation exams and university and vocational education admissions in 2025.

Proposing that provinces and centrally-run cities take full responsibility for the preparation and organization of exams and entrance exams in their localities in the spirit of 6 clarifications: "clear people, clear work, clear responsibility, clear authority, clear time, clear results", in conjunction with the national roadmap for implementing the Party and State's policy on arranging 2-level local governments.

"Localities need to have contingency plans for all unusual situations, not allowing any stage of the exam and entrance exam to occur without strict management and supervision and without someone taking responsibility," the dispatch stated.

In addition to assigning tasks to ministries and branches: Ministry of Public Security, Government Inspectorate, Ministry of Health, etc., the Prime Minister requested the Ministry of Education and Training to preside over and coordinate with ministries, agencies, and localities to continue reviewing directive documents to provide specific and detailed instructions for localities and educational institutions to ensure close adherence to practical situations in the context of restructuring and streamlining the apparatus.

Closely monitor, proactively grasp the situation, promptly remove difficulties and obstacles for localities and issues arising during the Examination and admission at the beginning of the school year.

There is a testing plan, focusing on the stages that have potential risks of negativity, cheating, and insecurity in exams and entrance exams.

Carefully review the 2025 high school graduation exam to ensure absolute accuracy, safety, and appropriate differentiation.

The 2025 high school graduation exam is special, with many new points: reducing 1 exam session, reducing 2 exam subjects; increasing the rate of using process assessment scores (report cards) from 30% to 50%; foreign language certificates cannot be converted to 10 points; eliminating the addition of vocational certificate points for all candidates...

According to the schedule of the Ministry of Education and Training, the exam will be held on June 25-28, in which candidates will complete procedures on the 25th, and the official exam will be held on the 26th and 27th. The 28th is a backup exam date.

Candidates taking the 2018 general education program will take four subjects including compulsory math, literature, and two elective subjects.

Meanwhile, candidates taking the 2006 general education program still take all 4 exams and 6 subjects including: math, literature, foreign language, natural science exam (physics, chemistry, biology) or social science exam (history, geography, civic education).
