On the morning of November 25, in Quang Ninh , on the occasion of attending the Vietnam-Japan Local Cooperation Forum, Prime Minister Pham Minh Chinh had working meetings with: Mr. Yamamoto Ichita, Governor of Gunma Province, Japan; Mr. Takebe Tsutomu, Special Advisor to the Japan-Vietnam Friendship Parliamentary Alliance; and the delegation of Japanese localities attending the Forum.
Receiving Governor of Gunma Prefecture Yamamoto Ichita - the province currently has 56 enterprises investing in Vietnam and a Vietnamese community of about 16,000 people, Prime Minister Pham Minh Chinh respectfully thanked and highly appreciated Mr. Yamamoto Ichita for attending the Vietnam-Japan Local Cooperation Forum.
The first large-scale event to promote local cooperation between the two countries is the concretization and implementation of the agreement between the Prime Minister and former Japanese Prime Minister Ishiba Shigeru in April 2025.
Informing that Prime Minister Takaichi was very interested, supportive and sent a congratulatory message to the event; nearly 50 localities and hundreds of businesses from the two countries had registered to attend the event, the Prime Minister also reviewed the works and projects that symbolize the relationship between the two countries in Quang Ninh with the hope that the Governor would continue to promote cooperation between Gunma province and Quang Ninh province, especially in the fields of culture, tourism, education and training, and people-to-people exchange.
Expressing his honor to meet the Prime Minister for the second time, Governor of Gunma Prefecture Yamamoto Ichita expressed his sympathy for the losses and pain that the people of Central Vietnam are suffering due to storms and floods; said that many Japanese enterprises are expanding their investment in Vietnam; and asked the Government and the Prime Minister to support and create conditions for enterprises to invest effectively and sustainably.

Honored to attend the Vietnam-Japan Local Cooperation Forum, the Governor of Gunma Prefecture said that he led the Gunma Prefecture Delegation to the Forum to learn more about cooperation and investment opportunities with Vietnamese localities; highly appreciated and sincerely believed that in the coming time, the Prime Minister would continue to support Gunma Prefecture to have more cooperation and investment programs and projects with Vietnamese localities.
Agreeing with the Governor's opinion, the Prime Minister believes that the Governor and the Gunma delegation will actively and proactively discuss and propose specific cooperation initiatives and projects with partners, especially in areas where Gunma province has strengths such as human resource training, food processing industry, transportation equipment manufacturing, food, chemistry, plastics, high-tech agriculture, elderly care, especially cultural and tourism cooperation, especially in Quang Ninh where there is Ha Long Bay and Yen Tu scenic spot.
Along with that, expanding investment in Vietnam associated with technology transfer, training high-quality human resources, especially in areas that Vietnam has demand for such as innovation, science and technology, digital transformation, green transformation, semiconductors, etc.; continuing to care, creating favorable conditions and continuing to have many practical support policies for the community of 16,000 Vietnamese people living, studying and working in the province.

Receiving Special Advisor to the Japan-Vietnam Friendship Parliamentary Alliance Takebe Tsutomu, Prime Minister Pham Minh Chinh thanked and appreciated him for arranging time to visit Vietnam and attend the first Vietnam-Japan Local Cooperation Forum, with the participation of representatives of 50 localities and hundreds of businesses from the two countries.
Sharing that the Prime Minister had met with Prime Minister Takaichi on the occasion of attending the ASEAN Summit (October 2025) and agreed to closely coordinate to promote cooperation between the two countries, including local cooperation, Prime Minister Pham Minh Chinh believed that the event would be an opportunity to connect and promote more substantive cooperation between businesses and localities of the two countries, creating momentum for the development of the Vietnam-Japan Comprehensive Strategic Partnership in a sincere, affectionate, trustworthy and effective manner.
Recalling the memory of the first meeting with the Prime Minister to lay the foundation for cooperation between Hokkaido province and Quang Ninh province, Special Advisor to the Japan-Vietnam Friendship Parliamentary Alliance Takebe Tsutomu said that local cooperation between Japanese and Vietnamese provinces has become increasingly vibrant.
Especially in the field of cultural exchange, people-to-people exchange, local cooperation, with outstanding events such as the annual Vietnam-Japan Festival in Ho Chi Minh City, Vietnam Festival in Hokkaido, Hokkaido Festival in Ha Long City... as well as in educational cooperation, human resource training with the Vietnam-Japan University Construction Project over the past many years.
Appreciating and thanking Mr. Takebe Tsutomu for his contributions and enthusiasm in promoting the Vietnam-Japan friendship and cooperation, Prime Minister Pham Minh Chinh requested that in the coming time, Mr. Takebe Tsutomu continue to pay attention and contribute to concretizing the content of the Vietnam-Japan Comprehensive Strategic Partnership with specific projects and programs.
Among them, there are continued voices supporting and strengthening the Vietnam-Japan relationship and the role of Vietnam to the new Government and Prime Minister Takaichi; Promoting and further strengthening local cooperation between the two countries, especially Hokkaido province with Quang Ninh province and localities of Vietnam in the fields of agriculture, investment, education, culture, tourism; continuing to organize festivals, events to promote culture, people-to-people exchange between the two countries, connecting educational institutions of the two countries, especially building a Japanese language department at Ha Long University.
Along with that, promote the Japanese Government and localities to have favorable and equal policies for Vietnamese workers, support Vietnamese workers and students to integrate and understand Japanese rules and laws, thereby contributing to reducing law violations by Vietnamese citizens in Japan.
Promote training content at Vietnam-Japan University, especially semiconductor and AI content, to make the school a prestigious, high-quality human resource training facility in Vietnam.
Receiving the delegation of Japanese localities attending the Vietnam-Japan Local Cooperation Forum, the Prime Minister expressed his delight at the good development of the Vietnam-Japan friendship and cooperation in recent times, achieving many outstanding results with high political trust in all fields.
To promote the concretization and further deepening of the Comprehensive Strategic Partnership between the two countries, the Prime Minister expressed his willingness to listen to practical and frank comments and suggestions from Japanese leaders and representatives of local leaders to further promote local cooperation between the two countries in the coming time.
At the meeting, leaders of Yamanashi, Niigata, Tokushima, Osaka, Shimane, Hiroshima, Miyagi and Wakayama provinces introduced their localities and expressed their desire for cooperation between Japanese localities and Vietnam.

Thanking the leaders and representatives of Japanese localities for their sincere opinions and suggestions, the Prime Minister emphasized that local cooperation is one of the important areas and unique features of the Vietnam-Japan friendship and cooperation.
The Vietnamese Government always considers this a practical and effective cooperation channel, contributing to the overall development of bilateral relations.
In that spirit, the Prime Minister requested that Japanese localities continue to concretize signed cooperation documents and put them into practical implementation, bringing benefits to both countries; proactively and actively increase exchange activities and delegation exchanges to enhance understanding between the people of the two countries, promote economic, cultural, tourism cooperation, and people-to-people exchanges between localities; actively advocate for Japanese enterprises to increase investment in Vietnam in the fields of processing industry, supporting industry, high-tech agriculture, biotechnology, digital transformation, green transformation, etc., linking business activities with technology transfer, increasing the content of science and technology in cooperation projects.
Informing that the Vietnamese Government is ready to create all favorable conditions for Japanese enterprises to invest and do business successfully in Vietnam, Prime Minister Pham Minh Chinh asked Japan to create favorable conditions for Vietnamese enterprises to invest and do business effectively in Japanese localities; support the connection of small, medium and micro enterprises, which possess advanced technology but are facing difficulties in generation transfer in the Kansai region, with Vietnamese enterprises, thereby supporting Vietnam in developing its technological capacity.
The Prime Minister also asked Japanese localities to strengthen cooperation in training high-quality human resources through connecting Japanese training facilities, universities and research institutes with Vietnamese partners, promoting joint research programs in the fields of semiconductors and quantum; continuing to care for and support the Vietnamese community studying, working and living in Kansai; maintaining and expanding scholarship programs for Vietnamese students./.
