Prime Minister requests that 100% of administrative procedures related to enterprises be performed online

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 69/CD-TTg dated May 22, 2025 to Ministers, Heads of ministerial-level agencies; Chairmen of People's Committees of provinces and centrally run cities on focusing on completing the review, reduction and simplification of administrative procedures.

Implementing Resolution No. 66/NQ-CP dated March 26, 2025 of the Government and the direction of the Prime Minister on the Program to reduce and simplify administrative procedures (AP) related to production and business activities in 2025 and 2026, by May 20, 2025, ministries, branches and localities have compiled, compiled and announced a total of 6,358 APs (including: 5,801 APs under the management of ministries and branches; 557 APs regulated in local legal documents), of which 4,377 APs (accounting for 68.8%) are related to production and business activities; 8,977 business conditions; 3,086 specialized inspection products and goods; 886 technical standards and regulations related to the implementation of APs in production and business; 640 reporting regimes of enterprises; total annual cost of compliance with administrative procedures is more than 120 trillion VND/year; total processing time of 4,377 administrative procedures related to production and business activities.

In order to promptly reduce and simplify administrative procedures, business conditions, processing time, and compliance costs of administrative procedures to meet the goals and requirements of the Resolution of the Politburo and the Government, the Prime Minister requests Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and centrally run cities to focus on implementing the following contents:

1. Focus on completing the updating and publicizing of the results of synthesizing and reporting on administrative procedures, business conditions, and compliance costs of administrative procedures under management on the National Database on Administrative Procedures before June 10, 2025.

Cut at least 30% of administrative procedure processing time, 30% of administrative procedure compliance costs, and 30% of business conditions by 2025

2. Urgently organize the review, reduction and simplification of administrative procedures related to production and business activities, ensuring a reduction of at least 30% of the time to handle administrative procedures, at least 30% of the cost of complying with administrative procedures, at least 30% of business conditions in 2025 and continue to reduce them strongly in the following years, in accordance with the direction of the Politburo in Resolution No. 68-NQ/TW dated May 4, 2025 on private economic development and of the Government in Resolution No. 66/NQ-CP dated March 26, 2025.

Minimize intervention and eliminate administrative barriers, the "ask - give" mechanism, and the "can't manage, then ban" mindset. People and businesses are free to do business in industries that are not prohibited by law. Strongly shift from pre-inspection to post-inspection associated with increased inspection and supervision; shift the management of business conditions from licensing and certification to publishing business conditions and post-inspection, except for a few fields that are required to carry out licensing procedures according to international regulations and practices.

Transparency, digitalization, automation, application of artificial intelligence and big data in implementing administrative processes and procedures, especially business establishment and dissolution, land, planning, investment, construction, tax, customs, insurance, etc.

3. Continue to complete the implementation of the plan on decentralization of authority to resolve 307 administrative procedures approved in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister before June 30, 2025. 100% of internal administrative procedures are reviewed, reduced, and simplified in accordance with new legal provisions on decentralization, delegation, authorization, and streamlining of the organizational apparatus, implementing the 2-level local government organization model, according to the roadmap approved by competent authorities.

4. Ensure that 100% of administrative procedures related to enterprises are performed online, smoothly, seamlessly, effectively, transparently, and minimize paperwork; organize the implementation of administrative procedures regardless of administrative boundaries within the province, to be completed in 2025.

5. Assign the Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities to be responsible to the Government and the Prime Minister for the results of cutting administrative procedures, business conditions, costs of compliance with administrative procedures, and time for handling administrative procedures under the management of ministries, agencies, and localities according to the objectives, requirements, and directions in the Resolutions of the Politburo, the Government, and the tasks in this Official Dispatch; report to the Prime Minister on the implementation results (in the administrative procedure reform report) before the 25th of each month.

6. The Government Office monitors and urges the implementation of the above tasks; promptly synthesizes and reports to the Prime Minister on issues beyond its authority./.
